Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This solicitation and incorporated clauses/provisions are those in effect through Federal Acquisition Circular 2005-16 effective 22 March 2007 and Defense Federal Acquisition Regulation Supplement (DFARS) DCN current to 20060616. The solicitation incorporates by reference the following clauses and provisions: FAR 52.212-1, 52.212-3, 52.212-4, 52.212-5 (Deviation); 52.222-3; 52.232-17, 52.247-34, 52.252-2, 52.252-6, DFARS 252.204-70004 Alternate A, 252.212-7001, and DARS 252.232-9100. DISA/DITCO intends to solicit and award a single firm-fixed price purchase order under Federal Acquisition Regulation (FAR) Part 12 and 13. This is an UNRESTRICTED SET-ASIDE. The North American Industrial Classification System (NAICS) code for this acquisition is 561261 with a small business size standard of 11.5 million. This requirement is for the Replacement of the Access Control System for hte US Army Human Resources Command (AHRC-STL) located at 1 Reserve Way, St Louis MO. The current access control system is outdated and must be replaced. The existing HIRSCH Access Control System components are in Room B293 (ACC) and the Computer Room Supervisors office, located in Building 109, 1 Reserve Way. The contractor shall remove and replace existing HIRSCH Model 8 Scramble Net System; consisting of 24 access pads/points with randomizing key pads, physical key overrides for each device and two management servers. The contractor shall provide the Government will a new Access Control System that must be capable of performing all functions that the current system performs, as well as provide individual acess point controls. The system must have a minimum of 5 years software/hardware system maintenance support warranty. Site visits can be scheduled by calling Norman Plume at 314-592-0000, ext 2087. Information shall be provided in a format that reflects the price per item and a price for the total system. Only one award will be made to the lowest price technically acceptable offeror.
