Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Electronic Proving Ground, Fort Huachuca, Arizona is soliciting proposals for the following requirement: EPG has the desire to build a High-altitude Electromagnetic Pulse (HEMP) test facility. The intent is to have a facility that will expose a system under test (SUT) that is a minimum of 25 ft long X 13 ft wide X 15 ft tall in both horizontal and vertical polarities to the HEMP environment IAW MIL-STD-464A and MIL-STD-2169B. This w ill be a multiple stage project. Stages perceived are: HEMP facility design is the physical plant necessary and includes power, power distribution, ground plane, emitter mounting provisions, access, grading, and safety considerations. Pulser design to in clude shielded enclosure to house the pulser, shielded enclosure for personnel, power requirements, pulser placement on facility. Safety considerations. Antenna design, vertical and horizontal, installation requirements, positioning on the HEMP facility complex, operational requirements, safety requirements. Vendor submission, proposal review, vendor selection. Obtaining site approval, which includes environmental documents, construction permits Construction and construction oversight. General: Based on the HEMP Simulator Performance specification that is attached. Need an Architectural and Engineer firm to design the placement, construction details, provide drawing and specification packages for the construction of the HEMP Simulator facility (HSF). This document will be used for several aspects for this effort. Listed below are the uses. To go to Ft Huachuca for approval of concept and use of the real estate. To obtain approval through the environmental process. To construct the HSF. Additiona l HEMP Simulator Performance Specification Statement of Work available upon written email request to virginia.miller@epg.army.mil. FOB DESTINATION: Fort Huachuca, Arizona. Payment will be made by Defense Finance and Accounting under Net 30 Terms. Offers are due no later than 6:00 p.m., Mountain Standard Time, Monday, 24 September 2007. Offers shall be submitted electronically at: virginia.miller@epg.army.mil. EVALUATION CRITERIA/PROCEDURES: Offers will be evaluated based on the following best value cr iteria in descending order of importance: Meeting the requirement, Proposed Delivery Schedule, Past Performance, and Price. The NAICS code is 334220. The solicitation is issued as a request for proposal (RFP) and will be awarded as a firm-fixed-price. The following FAR provision 52.212-1, Instruction to Offerors Commercial items, applies to the acquisition. FAR provision 52.212-2, Evaluation of Commercial Items, applies to the acquisition (See evalu ation criteria above). Offerors shall include a completed copy of FAR provision 52.212-3,Offeror Representations and Certifications Commercial Items, and furnish Offeror's Tax Identification Number, CAGE Code, Central Contractor Registration Number, DUNS N umber, and applicable FSC Codes with its offer.
