Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Electronic Proving Ground, Fort Huachuca, Arizona is soliciting proposals for the following requirement: Broadband Field Meter (BFM) System: one (1) each, BFM system that measures e lectric field strengths ranging from 0.2 to 614 V/m with a frequency range of 100kHz to 50GHz and magnetic field strengths from 0.12 to 16 A/m with a frequency range of 300 kHz to 1 GHz. BFM System Description: The BFM system shall consist of two (2) Broadband Field (BF) meters, either of which when combined with appropriate system measuring probes shall make extremely accurate measurements of non-ionizing radiation with utmost accuracy. The first of the two BF meters, the basic meter, displays current measurement results while behaving simply as an optical probe interface. The basic meter shall not contain memory of measurement results, thereby allowing for easy operation using just fou r (4) buttons enabling reference to the operating manual all but necessary. The basic meter shall be extra small and lightweight. The second of the two FB meters, the controller meter, acts as the system controller, contains measurement memory results, a nd displays the results. Both meters shall be able to be used separately as measuring devices when fitted with probes. The probes provide non-directional measurement for applications in the frequency range from 100 kHz to 50 GHz. BFM System Requirements: The BFM system shall include comprehensive and easy to use PC software that shall provide the following capability/ functionality for the basic meter: Device configuration management; Firmware update control; Remote controlled measurements. The BFM syste m shall include comprehensive and easy to use PC software that shall provide the following capability/functionality for the controller meter: Result transfer to a PC; Result database management; Result evaluations; Device configuration management; Firmware update control; Remote controlled measurements. The BFM system must include a full set of operator/system technical manuals. The BFM system must be delivered within 90 days of purchase. The BFM system shall include minimum 1-year warranty parts and labo r. The BFM system shall include all meters, probes, and accessories as described in Statement of Work document which may be requested by email to virginia.miller@epg.army.mil. FOB DESTINATION: Fort Huachuca, Arizona. Payment will be made by Defense Finance and Accounting under Net 30 Terms. Offers are due no later than 6:00 p.m., Mountain Standard Time, Friday, 21 September 2007. Offers shall be submitted electronically at: virginia.miller@epg.army.mil. EVALUATION CRITERIA/PROCEDURES: Offers will be eval uated based on the following best value criteria in descending order of importance: Meeting the requirement, Proposed Delivery Schedule, Past Performance, and Price. The synopsis/solicitation document and incorporated provisions an d clauses are those in effect through Federal Acquisition Circular 2005-16. This is a full and open procurement. The NAICS code is 334220. The solicitation is issued as a request for proposal (RFP) and will be awarded as a firm-fixed-price. All Electro nic and Information Technology will be Section 508 of the Rehabilitation Act of 1973 compliant. The following FAR provision 52.212-1, Instruction to Offerors Commercial items, applies to the acquisition. FAR provision 52. 212-2, Evaluation of Commercial Items, applies to the acquisition (See evaluation criteria above). Offerors shall include a completed copy of FAR provision 52.212-3,Offeror Representations and Certifications Commercial Items, and furnish Offeror's Tax Iden tification Number, CAGE Code, Central Contractor Registration Number, DUNS Number, and applicable FSC Codes with its offer. FAR clauses 52.212-4, Contract Terms and Conditions Commercial Items and 52.212-5, Contract Terms and Conditions Required Implementi ng Statutes or Executive Orders Commercial Items apply to this acquisition. FAR clause 52.219-8, Utilization of Small Business Concerns apply. The government reserves the right to select for award, all, some, or none of the proposals received in response to this announcement.
