Description
The Department of Defense has a requirement to provide dental health care services to active duty service members. The requirement is to establish an extensive dental provider network covering the United States, U.S. Virgin Islands, Guam, Puerto Rico, American Samoa, and the Northern Mariana Islands. The requirement includes associated administrative services such as customer service, provider reimbursement, and education. There are no monthly premiums on the Active Duty Dental Program (ADDP). The ADDP has two components: dental coverage for ADSMs referred from military Dental Treatment Facilities (DTFs) for civilian care, and, dental coverage for ADSMs under the Remote Active Duty Dental Program (RADDP). The RADDP will provide dental care to ADSMs on continuous active duty orders for more than 30 days who have a duty location and residence greater than 50 miles from a DTF. In addition, Reservists and National Guard members on active duty may be covered when injured while serving on orders. Extensive Department of Defense Information Assurance Certification and Accreditation Process (DIACAP) and personnel security and clearance requirements will have to be met by the contractor. The anticipated issue date of the request for proposals (RFP) is on or about 1 October 2007 with an anticipated closing date on or about 17 December 2007. The anticipated date of award is 25 April 2008. The performance period includes a base year and four one-year option periods. Source selection procedures in accordance with the Federal Acquisition Regulation will be used to determine the successful offeror. All responsible sources may submit a proposal which will be considered by the agency. The solicitation will be available through electronic media only; no hard copies will be mailed. The RFP will be posted on the TMA solicitation website at http://www.tricare.mil/contracting/healthcare/solicitations/. Offerors interested in submitting a proposal must register on the TMA solicitation website in order to be added to the solicitation list of interested offerors and to ensure receipt of a notice in the event an amendment is issued. Questions regarding this procurement must be submitted using the E-Mail Questions to the Contracting Officer option on the TRICARE solicitation website; questions via telephone will not be accepted. Offerors are encouraged to submit their written questions concerning the requirement at least 45 days prior to the closing date for receipt of proposals.
