Description
Lakehurst Naval Air Warfare Center Aircraft Division, Lakehurst New Jersey has a requirement for the following items in support of the H-53 Helicopter Program: HP L1940T 19-inch TFT Flat Panel Display, Five (5) each, P/N-EM869AA#ABA; ProLiant ML370 G5 Tower Server, Five (5) each, w/various component parts; HP Care Pack, 5 Years, 4 Hours, 24x7, Proliant ML370, one (1) each, P/N-U8083E; HP T750 Low Voltage NA/JP UPS, one (1) each, P/N-378439-D71; HP SDLT II 600 GB, Data Cartridge, one (1) each, P/N-Q2020A; and HP USB Smart Card Keyboard, one (1) each, P/N ED707AA#ABA. The hardware will be used to house software for helicopter units deployed with the Intergrated Mechanical Diagnostic (IMD) System and NALCOMIS OOMA. The IMD software database will coexist on the same server with the NALCOMIS OOMA software database. NALCOMIS OOMA software requires only HP ML370 severs in the attached configurations do to drive formatting, operating system formatting, software loading, software maintenance, and training purposes. Also, NALCOMIS OOMA field activity (SPAWARS) requires the attached product support contract provided by Hewlett Packard (HP). The Government intends to procure these items under the authority of 10 U.S.C. 2304(C) (1), as implemented by FAR 6.302-1. An HP sole source procurement of the ML370 server hardware is required as the IMD software must coexist upon these servers. Alternatives are to procure redundant servers for all IMD/OMA sites, which is both cost and space prohibitive. The cognizant field activity for NALCOMIS OOMA (SPAWARS) has defined the HP ML370 configuration as the "fleet" configuration. To open the procurement to other vendors would expose the OOMA to peculiarities in operating system loading, disc configuration, vendor support contracts, file copy protocols, etc. Therefore HP ML370 servers are the only solution for meeting the mission essential needs of the PMA's 261, 276, 299. HP, of Greenbelt, MD is the only known authorized source for direct distribution of the specialized part numbers listed above. All responsible sources may submit a proposal which may be considered by the government in determining whether to conduct a competitive procurement. A determination by the government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the government.
