Notice of Contract Action for a Sole Source Procurement SUBJECT: NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT OF one LMS-16 W/SIR-LVT Workstation manufactured by Northrop Grumman. DESC: INTENT TO AWARD A SOLE SOURCE PROCUREMENT TO NORTHROP GRUMMAN CORPORATION MISSION SYSTEMS, NETWORK COMMUNICATIONS, DIVISION. The Air Force, Edwards Air Force Base, CA, intends to award a Sole Source purchase order to Northrop Grumman Corporation Mission Systems, Network Communications Division, 9326 Spectrum Center Blvd, San Diego, CA 92123. NAICS is 334220 and small business size standard of 750 employees. The Sole Source purchase will be for the following item: MODEL: Line item 1: LMS-16 W/SIR-LVT, qty 1, Manufactured by Northrop Grumman DESCRIPTION: The LMS has the following function requirements: ?The Link Management System (LMS) enables Joint Interface Control Officers (JICO) to manage tactical data link networks. ?LMS is a workstation-based Link 16 management and network level diagnostic tool. ?LMS actively monitors and manages Link 16 Radar Frequency (RF) network information during live operations. ?LMS interfaces directly with a Multifunctional Information Distribution System (MIDS) Low Volume Terminal (LVT) to transmit and receive J-series messages, and decode JTIDS RF signals to provide Link 16 troubleshooting metrics to LMS-16 displays. ?LMS assists JICO and other network managers detect problems in real time that interfere with generating a coherent tactical picture. ?LMS automatically alerts operators to existing and potential problems, and records data for later analysis. ?LMS provides a current tactical situation display. ?LMS display has a JICO white board option that projects a display depicting a real-time, color-coded update of the status of each participant in the network. ?LMS has a Network Summary Display that provides an assessment of total link performance to include relationships between Individual Units (IUs), connectivity, equipment failures and resets, performance comparisons, total track load per frame by ID, and relayer usage per frame. ?LMS Tactical Window can depict IUs with range circles centered on them, indicating line-of-sight limitations. ?LMS Information Window shows which IUs are being received only by relay, and tells if data from individual IUs contain errors or erasures. Other connectivity information includes range, time and position qualities, amount of surveillance capacity use, track load, average track age, and which unit is acting as forwarding unit for a unit whose data is being forwarded. ?Transmission security on the data link is achieved by hopping among 51 possible frequencies in a pseudorandom pattern. A decoding algorithm provides some, but not complete, protection from errors (incorrect data) and erasures (missing data). The LMS tabulates erasures and displays the percentage for each frequency in a bar graph. It also displays erasures by word. Green indicates the percentage of good words; correctable errors are orange; and decode failures are red. ?LMS Trend Windows provide historical information on PPLI connectivity, range, surveillance utilization, time slot duty factor measurements, erasure levels, and distribution of Track IDs. The operator can focus on one IU or compare performances among IUs. ?LMS operator can observe how the network capacity has been allocated to functional groups to determine if any IUs require more capacity to prevent loss of data and reallocate time slot assignments. ?The Transmit Time Slot Reference Window provides a graphic display of the 12-second JTIDS frame as defined by the network design. Please note this is not a request for competitive proposals. If this office has not received any affirmative written responses by 2:00 p.m., Pacific Standard Time, September 20, 2007, a sole source purchase order will be pursued with Northrop Grumman Corporation Mission Systems, Network Communications Division.
