Description
This is a Brand Name or Equal solicitation. The 96 Contracting Squadron, 96 CONS/MSCBS at Eglin AFB, Florida intends to solicit, negotiate, and award a Firm-Fixed Price contract for a Low Profile, Portable, Concrete Barrier, Florida DOT Index 412, brand name or equal. This acquisition is under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and Part 13.5, Test Program for Certain Commercial Items. This announcement constitutes the only solicitation; a quotation is being requested, and a written request for quotation will not be issued. This solicitation is issued as Request for Quotation (RFQ) F1T3AT7234A003. The North American Industry Classification System (NAICS) code for this acquisition is 327331, with small business standard size of 500 employees. Please identify your business size in your response based upon this standard. This is a 100% Small Business Set-Aside. The requirement is for: CLIN 0001: SEVENTY-FIVE (75) EACH, LOW-PROFILE, CONNECTABLE, REINFORCED, PORTABLE, CONCRETE SEGMENTS/BARRIERS; FLORIDA DOT INDEX #412. Sections are 12 feet long, 18 inches high, and 27 inches wide at the base. The traffic face is slightly indented, with the toe of the curb 25-mm (1 inch) further from traffice than the top edge of the curb. One end of each segment is vertical while the other end is beveled - to allow placement along a roadway radius as small as 20 metters. To resist shear, the beveled end of each segment contains a removable 44-mm diameter high strength steel stud that fits into a vertical steel channel cast into the vettical end of the adjacent segment. On the backside, 32-mm diameter high strength threaded rods are bolted through gusseted steel angle irons cast into the curb to provide tensile strength at the connections. Notes: 1. The ?Portable Temporary Low Profile Barrier For Roadside Safety? is a proprietary design by the University Of Florida. Any infringement on the rights of the designer shall be the sole responsibility of the user. 2. Each barrier wall unit shall be permanently marked with an identification that is traceable to the manufacturer, the producing precast concrete plant and the date of production. This permanent identification mark will serve as certification that the unit has been manufactured in accordance with University of Florida drawings and specifications, and the approved quality control program. 3. The low profile barrier is to be installed only with hardware and accessories furnished by the licensed barrier producer. Units shall be used for no purpose other than as interconnected segments in a run of barrier. Low profile barrier wall units shall be installed so as to be in firm contact with adjoining units. Nuts on tensioning rods shall be installed snug tight. 4. The low profile barrier is applicable for design speeds of 45 mph or less. CLIN 0002: DELIVERY-FREIGHT TO GOV. CUSTOMER AT EGLIN AFB, FL 32542: Justification for Brand Name or Equal: These Low-Profile Barriers are the only items available that will provide portable, temporary, crash-resistant security measures alongside roadway sections between permament anti-terrorism fixtures outside and inside the Eglin AFB main gates. FAR 52.211-6, Brand Name or Equal, which reads as follows: Brand Name or Equal (Aug 1999) (a) If an item in this solicitation is identified as ?brand name or equal,? the purchase description reflects the characteristics and level of quality that will satisfy the Government?s needs. The salient physical, functional, or performance characteristics that ?equal? products must meet are specified in the solicitation. (b) To be considered for award, offers of ?equal? products, including ?equal? products of the brand name manufacturer, must? Meet the salient physical, functional, or performance characteristic specified in this solicitation; Clearly identify the item by? (i) Brand name, if any; and (ii) Make or model number; Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification. (c) The Contracting Officer will evaluate ?equal? products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an ?equal? product, the offeror shall provide the brand name product referenced in the solicitation.
