Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. It is the intent of the National Heart, Lung, and Blood Institute to negotiate on a sole source basis with Albany Molecular Research, Inc. 26 Corporate Circle P.O. Box 15098, Albany, NY 12212-5098, to provide custom synthesis services for a period of three months beginning September 2007 through December 2007. A market survey was conducted and no small businesses were found to meet the necessary evaluation criteria. The evaluation criteria are 1) previous experience 2)ability to provide the synthesis of compound libraries 3)ability to meet the necessary time-line. ?? The duties of the selected vendor would be to provide a one time contract synthesis that will provide 1-(carboxy(1-(7-chloroquinolin-4-yl)-5-(2,6-dimethoxyphenyl)-1H-pyrazole-3-carboxamido)methyl) adamantylic acid and a library of 1-tert-butyl-5-(4-chlorobenzyl)-1H-pyrazolo[3,4-d]pyrimidin-4(5H)-one?fs as a homogeneous on TLC, will have consistent NMR and mass spectral data, and will have an elemental analysis within 0.4% for C,H, and N. ?? The product will be shipped together with a Data Sheet and copies of all spectra taken. ?? The contractor shall conduct an assessment of the purified material as described above. No material will be sent without purity and characterization requirements that meet the accepted standards for publication (H1 NMR, C13 NMR, HRMS). ?? The contractor shall identify the synthetic techniques that are not previously recorded in the published literature and forward such methods. ?? The contractor shall address alterations to the procedures of synthesis as well as abnormalities in the characterization of the material. ?? The primary task is the synthesis and timely delivery of the material. ?? The project time-line is variable based upon unforeseen issues with the synthesis. The project will be initiated within four weeks of receipt of the purchase order. Deliverable requirements include weekly updates via telephone, fax or email for the duration of the project. To provide the synthesized material as a homogenous sample. To provide a print ready master final report included with the above described deliverable item. The sole source determination is based upon the fact that only this vendor was found to possess the extensive knowledge, skill and equipment to provide this particular type of compound library. This vendor is also able to provide the library in a timely fashion with the most cost effective pricing structure. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR part 6, Competition Requirements. The North American Industry Classification (NAICS) Code is 325199 and the Size Standard is 1000 employees. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely with the discretion of the Government.
