- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. It is the intent of the National Heart, Lung, and Blood Institute to negotiate on a sole source basis with Henry Ford Health Systems, One Ford Place, Detroit, MI 48202 to provide recruits to participate in an ongoing NHGRI study under protocol #07-HG-N078 entitled ?Decisions of Young Adults Regarding Multiplex Genetic Testing for Common Diseases?. The purpose of the study is to understand the social and behavioral impact of multiplex genetic susceptibility testing in the context of common health conditions. Participants complete a series of data collection activities by telephone or online. The sole source determination is based upon the fact that the study is already under way and it would reguire substancial time and resources for another organization to come in at this particular time of the project. This vendor already has a working knowledge of the protocol, has identified at least 4674 potential study participants and has begun the recruitment process. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR part 6, Competition Requirements. The North American Industry Classification (NAICS) Code is 561990 and the Size Standard is $6.5 Million. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely with the discretion of the Government.
