Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. It is the intent of the National Heart, Lung, and Blood Institute to negotiate on a sole source basis with State University of New York - State University Stony Brook (SUNY) HSC Level 3 Room 074, Stony Brook, NY 11794-8338 to provide survey research for the Communication Research Section of NHGRI?s Social and Behavioral Research Branch. The period of performance will be for 14 months from date of award. The vendor will be responsible for: ? Selecting community health centers in which to administer the surveys ? Conducting two community coalition meetings to inform the community about the study ? Training and oversight of research assistants conducting data collection ? Survey administration with approximately 1000 community members ? Data collection, data entry and cleaning The survey research is needed to analyze patterns of beliefs about the genetic causation of health conditions and disease outcomes among these patients, and the associations of these patterns with health behaviors, health conditions, and disease outcomes. This will be a collaborative effort between the Social and Behavioral Research Branch (SBRB) of NHGRI and the Center for Public Health and Health Policy Research of SUNY. The purpose of this study is to systematically examine beliefs about hereditability of disease outcomes in a population based sample, or the relationships of such beliefs to health behaviors and health information seeking. Variables such as gender, age, race, ethnicity, income, education, cancer knowledge, health care access and family history are all related to information seeking and engaging in preventative health behaviors. This study will examine these variables and other theoretical models of health information. The sole source determination is based upon the fact that this vendor has expertise in examining beliefs about hereditability of disease, and the associations of these beliefs with various outcome measures. The Center for Public Health and Health Policy Research of SUNY has unique characterisitcs critical to the success of the proposed study. This program has a highly quantitative, interdisciplinary research team with expertise in demography, biostatistics, community-based participatory research, epidemiology, health economics, and health services research. The center has existing relationships within the community health centers with sociodemographic, racial and ethnic diversity. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR part 6, Competition Requirements. The North American Industry Classification (NAICS) Code is 541990 and the Size Standard is $6.5 Million. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely with the discretion of the Government.
