- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. It is the intent of the National Heart, Lung, and Blood Institute to negotiate on a sole source basis with Fox Chase Cancer Center 333 Cottman Avenue, Philadelphia, PA 19111 to provide statistical genetic analysis under protocol OH95-HG-N0158 entitled: Genetic Analysis of Hereditary Prostate Cancer. The period of performance will be for 12 months from date of award. The vendor will be responsible for working with Dr. Bailey-Wilson constructing and checking pedigree files, checking genotype and trait data for errors, estimating allele frequencies, performing linkage and association analyses, and constructing haplotypes to narrow the region where the putative gene may exist. In addition the vendor will provide statistical genetic analyses for the Finnish Prostate Cancer study and the African American Hereditary Prostate Cancer study(AAHPC). This will involve performing linkage and association analyses of prostate cancer in human pedigree data. This will be a large collaborative effort to identify, isolate and characterize currently unknown genes for this disease. The vendor must posses strong computer skills, have high level knowledge of a broad array of statistical genetics techniques and computer programs. The purpose of this study is to develop and use the most advanced techniques to study the fundamental mechanisms of inherited and acquired genetic disorders. The researchers involved collect, and study families in which important diseases are inherited, as well as translate basic science advances into effective, reliable, and cost effective DNA and cytogenetic-based diagnostics. The sole source determination is based upon the fact that this vendor has worked as a collaborator with Dr. Bailey-Wilson on the Finnish Prostate Cancer study and the AAHPC study, providing invaluable insight and experience. Changing vendors at this time would effect the ongoing laboratory research and threaten the investment already made by the government. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR part 6, Competition Requirements. The North American Industry Classification (NAICS) Code is 541990 and the Size Standard is $6.5 Million. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely with the discretion of the Government.
