- The US Army Contracting Agency (ACA), Information Technology, E-Commerce and Commercial Contracting Center (ITEC4), ATTN: SFCA-IT-BTA, Hoffman I, 2461 Eisenhower Avenue, Alexandria, VA 22331-1700, on behalf of the Business Transformation Agency (BT A) intends to award a Sole Source contract (Statutory Authority 10 U.S.C. 2304(c)(1), Other Than Full and Open Competition; Only One Responsible Source) to IBM Corporation, DBA: IBM Global Government Industry, 6710 Rockledge Drive, Bethesda, MD 20817-182 6. The objective of this contract is to provide a bridge contract for the continuation of on-going support to assist government personnel by providing non-personal services to support three program areas. The first, Human Capital Management, to inculde St rategic Alignment; World-Class Leadership; Agile, Mission-Capable Workforce, Performance Culture, and Learning and Knowledge Management. To accomplish these goals, the Human Capital Management Program needs assistance in the areas of strategy, process, pro grams and tools to support all program areas. The second is Acquisition Visibility. AV is defined, at a high level, as achieving timely access to accurate, authoritative, and reliable information supporting acquisition oversight, accountability, and decisi on making throughout the Department for effective and efficient delivery of warfighter capabilities. Specific information requirements must be identified to create an actionable definition of AV that will drive achievement of this goal. The third area, Warfighter Alignment Initiatives Scope of Work encompasses the following: Establish viable relationships and credibility with the Combatant Commands (COCOM), military services, and DoD agencies; Bridging the gap between business and warfighting; Identify near term DoD level successes and shortcomings as candidates for immediate action. This contract will provide the BTA with uninterrupted mission critical services while the Cross Agency Support Services (CASS) contract is being developed and competed with a tentative award in the 2nd Quarter of FY08. Given the time frame of the award, and critical nature of the services, IBM is currently the only responsible source with corporate knowledge that can provide the required Agency-wide support without disruption to services, delays due to longer transition times and learning-curve issues that would be encountered by any other contractor. The period of performance for the bridge contract will be from 1 October 2007 to 31 March 2008 with two (2) three (3) month opt ion periods for a total potential period of performance to 30 September 2008. This notice of intent is NOT a request for competitive proposals. The Government will not issue a solicitation. A determination not to compete this procurement based on response to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Award is anticipated no later than 30 September 2007.
