Description
It is the intent of this agency to award a sole source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This agency intends to award to Alert Holdings Group, Inc., 2668 Waiwai Loop, Honolulu, HI 96819-1938. Statement of Work for Security Systems for Asia-Pacific Center for Security Studies Period of Performance 15 September 2007 to 14 September 2012 (five years) 1. Surveillance - Contractor will provide a continuous surveillance system which will cover the building and associated grounds for the Asia-Pacific Center. Surveillance will be all encompassing and provide 360 degree coverage. All cameras will be connected to a camera matrix, with digital recorder, and two video monitors. Digital recorder will be Ethernet ready and provide additional security functions such as: (a)Viewing form distant locations, (b) Time, date camera locations, and event search capabilities, (c) Controls typical of a standard VCR allowing little or no training, (d) Usable with other exterior media devices such as CD-ROM burners or printers, (e) Connected to the digital recorder will be: (i) LCD Color monitor for staff viewing, playback and programming, and (ii) CD Burner for downloading and archiving images. 2. The digital recorder, camera matrix, and monitors will be located in the Facility Managers office. The associated power supplies will be mounted in the IT room and available electrical rooms. 3. Intrusion Detection - Provide a commercial burglary system which will work on a motion detection concept. System will be wireless and not limited to no less than 250 zones of protection with individual user codes. Detection devices will be wireless door and window transmitters. Alarm panel will be located within the protected space, specifically the IT room inside the Facility Managers office. Keypads will be located in the designated entry / exit area determined by the Facility Manger. 4. Maintenance and Monitoring - Provide on-island monitoring of access and intrusion detection systems, monitoring center will be located on the island of Oahu and staffed 24/7. Monitoring Center will be D.O.D. approved, and be UL Central Station Certified. 5. Maintenance will be provided by a U.L. Certified Service Facility located here on the island of Oahu. The Maintenance Program will include all cost associated with replacement parts and labor. Maintenance technicians will have a minimum Secret security clearance allowing unescorted access to Center restricted areas. 6. Copy of Sole Source Justification provided upon request.
