Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This requirement FA4861-07-Q-B010, is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-19. The NAICS for this solicitation is 333314. The size standard for a small business under this NAICS code is 500 people. This is an unrestricted solicitation. This is a commercial request for the following equipment: Night Vision Device (P-15/STK); quantity 16 each; Mfg By: Sierra Pacific Innovations Corp P/N SPI-P15-STK; dual tube goggle; grade A blemish free new stock generation 3+ US Military image intensifiers (surplus and reconditioned tubes not allowed), independent flip up eyepieces with full rotation, demist shields, clip on compass, sacrificial lens cover, IR spot/flood attachment, shall be compatible with DoD mandated light interference filters (LIF?s); soft carrying case; lens caps, neck strap; helmet mount; 3x magnifier lens attachments (set of 2); eyepiece optics shall be NSN: 5855-01-444-1224; primary objective optics shall be NSN: 6650-01-444-1212. Pricing shall include delivery FOB destination to Fort Irwin CA 92310. Descriptive literature/overview and warranty information shall be submitted with the quote. Quotes shall be in the following format: price for each unit, total price for all units (to include shipping cost FOB destination, and all other costs). Award Basis: Best Value. The following factors shall be used to evaluate the offer: meeting salient characteristics as listed above, price, delivery time, and warranty literature. Award shall be made in the aggregate. Federal Acquisition Regulation (FAR) provision 52.212-1, Instructions to Offerors-Commercial, applies to this solicitation. FAR provision 52.212-2, Evaluation-Commercial Items, is also applicable. In addition to the price list, offerors shall submit with their offer a completed copy of FAR provision 52.212-3, Offeror Representations and Certifications-Commercial Items with Alternate I, 52.219-28 Small Business Size Representation, and 52.223-4, Recovered Material Certification.
