- FISC Detachment Seal Beach intends to negotiate on a sole source basis with Gehrung Associates, Keene, NH. The vendor has the expertise and knowledge which specializes in marketing and raising national awareness of higher education institutions which are critical to the accomplishment of the services. Period of Performance is for one year. Support Services are required to carry out a national media visibility recognition program at the Naval Postgraduate School, Monterey, CA. Support services to include evaluation of NPS events, activities and research on stories of interest for the national media. Visits to the NPS campus will be required to meet with key individuals for information that can be directed to national media. On the initial visit, a written marketing plan to be provided for the first three-six months of the media campaign. The plan will develop a stream of 4 to 5 media stories that are to be used to promote NPS. Face to face meetings with media will be arranged for any NPS staff or faculty involved in order to make introduction, and to ensure that the correct topics are addressed and highlighted. Marketing of NPS stories to nationally recognized newspapers, journals and magazines as approved. Meetings to be arranged at the NPS campus twice to review progress and to interview leadership and faculty in order to select, prioritize and develop multiple story lines for the national media. Phone/VTC meetings required weekly to receive updates on NPS activities, review progress and set actins for media campaign. A non-competitive procurement via Simplified Acquisition Procedures is anticipated. All responsible sources may submit a proposal. Oral Solicitation N00244-07-T-0876 will be utilized in accordance with SAP procedures for this non-competitive procurement. Anticipated award date is 14 September 2007.
