- THIS NOTICE CONSTITUTES AMENDMENT NO. 1 TO THE COMBINED SYNOPSIS/RFQ FOR PORTABLE ARM COORDINATE MEASURING MACHINE. Companies shall acknowledge all amendment(s) in their quote. This notice serves as the official amendment to subject synopsis/RFQ and a written amendment will not be issued. The purpose of this amendment is to Answer questions asked before the due date. Question 1: Line item 11 - (GM Studio Training): Is this for onsite training? Answer 1: Yes, on-site. Minimum of two days for three people; to include instrument assembly/disassembly, sample measurements, and analysis software operation." Question 2: Is a physical standard required if a system is calibrated at the factory and never needs calibration in use? Answer 2: (This regards the specification "Calibration: A physical standard shall be supplied to verify system measuring accuracy and to allow for “sanity checks” and calibration of custom configured probe tips. The standard shall be NIST traceable." (NIST = National Institute of Standards and Technology)) If a physical standard is not deemed necessary for a proposed system, further information must be provided as to why a NIST traceable calibration standard is not necessary citing design theory, field use, instrument recalls, factory service calibration checks, etc. Or if an existing common NIST traceable standard might already exist in our laboratory, such as a gage block set, bar end standards, master balls, etc., that could be used in lieu of a vendor supplied one of unique design, then state such. Either response would be technically evaluated with the spirit of the specification that is for us to be able to independently determine on a periodic basis if the system is measuring within the original specifications. Question 3: If a system design is considered sufficient such that normal human operation could not deform or damage a proposed system, would a warning still have to be supplied such as a buzzer, or indicator light if no such feature existed on an "off the shelf" system design? Answer 3: (This regards the specification "Overload protection (torque and bending moment): The instrument shall be able to compensate for arm deflections due to torque and bending moments under the instrument’s own weight over the entire range of motion and provide a warning when excessive torque and bending is being applied.") If an overload warning sound or indicator is not provided as part of the sytem design, then additional information must be provided regarding strength and stiffness of the design, current industrial applications, repair history for damaged instruments, etc. The proposed system would be technically evaluated with the spirit of the specification, that is if the instrument is deflected excessively through reasonable use, might we damage the instrument or record inaccurate measurements without knowing. The due date for receipt of offers is not extended Companies shall provide the information stated in the synopsis/RFQ posted on the NASA Acquisition Internet Service (NAIS) on August 30. 2007.
