Description
The U.S. Customs and Border Protection intend to issue a sole-source contract for a hand mounted, hands enabling, tactical light with positional light output in both horizontal and vertical directions with First-Light-USA, 320 County Road 1100 North, Seymour, IL, 61875 under the authority of FAR 13.106-1(b)(1) and FAR 6.302-1. This synopsis is being published for information purpose only. First-Light-USA will provide: Six Hundred and Fifty (650) Liberator GP Tactical Lights PN999026-BP. Each tactical light comes with a three (3) year limited warranty, integrated MOLLE Attachment Clip, Nylon Belt Mounted Holster, Flip-Up Red Lens Cover, Two (2) DL 123 Lithium Batteries, Owners Manual, and Instruction DVD. Also Included ? First-Light-USA will provide complimentary, comprehensive, product specific training to the United States Border Patrol at no additional cost. First-Light USA will provide this training to agents at various locations as the United States Border Patrol deems appropriate. First-Light-USA will also custom engrave each Liberator GP Tactical Light with a logo provided by the Untied States Border Patrol. Materials for the Lamp and Battery Housing ? High Strength Aerospace Grade Aluminum Alloy, for the Control Panel Housing ? Carbon Filled Nylon Polymer, and for the Handle and Clasping Hand Pad Assembly ? Nylon Polymer. Color and Finish include Force Gray Matte and Type III Hard Coast Anodize. The tactical light is operated by inserting a portion of the hand into an opening between the pivoting plastic handle, adjustable strap, and clasping hand pad assembly which positions the thumb over the control panel. Form factor allows for typical two hand pistol grip and can also be used effectively in conjunction with a carbine/shotgun without mounting the light to the weapon. The tactical light is sizeable for a wide range of hand sizes by repositioning the clasping hand pad assembly and tightening /loosening the nylon strap. The tactical light is adjustable for right and left handed users by rotating the lamp housing 180 degrees horizontally to the desired position. Integrated control panel has three buttons (momentary, constant-on, and cycle) that allow for momentary and constant on activation, multiple levels of brightness adjustment, and a lock-out mode. Plastic handle, hand pad, and nylon adjustment strap will break away under load and can be reattached without the use of tools. All product will be shipped F.O.B. Destination and delivered no later than November 15, 2007. The government intends to solicit and negotiate only with the source herein. This is not a notice for competitive proposals and no formal solicitation package is available, however, prospective vendors who believe they can successfully propose must provide specific, detailed, technical documentation to support such claims and abilities to the Point of Contact for this notice prior to closing date for this notification. FIRST-Light-USA will provide a tactical light to meet the specific and immediate need of the United States Border Patrol canine handlers that is designed to be used in a open hand figuration allowing the agent the use of both hands for weapons and canine leashes.
