Description

SECURITY REQUIREMENTS. Contractor personnel or any representative of the contractor entering JIATFS shall abide by all security regulations and shall be subject to security checks. Operational Security (OPSEC). OPSEC denies adversaries information about friendly intentions and capabilities. The contractor must identify and protect information an adversary could use to defeat U.S. Forces, consistent with AR 530-1 and other OPSEC guid ance. The contractor shall ensure all task order activities and operations are consistent with the Command OPSEC program. The Contractor shall coordinate OPSEC with the Combatant Command (COCOM) OPSEC staff proponent and PCO. Task Order specific OPSEC p lanning shall be IAW AR 530-1, OPSEC. The contractor shall pay close attention to operational security issues (even for unclassified information if it is of value) and shall ensure proper marking and handling of any information that might be detrimental i f publicly released. Reference the following documents: AR 25-55, Freedom of Information Act (FOIA), AR 380-5, Department of the Army Information Security Program, Executive Order 13292, Sec. 1.7., DoDI 5230.29. Contractor personnel will require access to Secret and/or Top Secret Special Compartmented Information (DD Form 254) and/or Special Access Programs. Contract employees required to have a TS/SCI must be eligible for a TS/Sensitive Compartmented Information (SCI) clearance and must have a Single Scope Background Investigation (SSBI) completed within the past five years, with no break in access exceeding two years. Additionally, contract employees must be favorably adjudicated for SCI prior to commencement o f work on site at JIATFS. The Secret and TS/SCI Clearance requirements applies also to affiliates, team members, and subcontractors if they have access to classified information Defense Security Service (DSS) facility clearance is required for foreign cou ntry teaming, sub-contract, or joint venture corporate arrangements. The contractor shall comply with the provisions of the DD Form 254, Department of Defense Contract Security Classification Specifications, pertaining to this contract, and such other gov ernment security regulations and directives binding on the contractor in the performance of the work. The PCO may require the contractor to remove from the work site any employee working under this contract for reasons of misconduct, security, or found to be or suspected to be under the influence of alcohol, drugs, or other incapacitating agent. Contracto r employees shall be subject to dismissal from the premises upon determination by the PCO that such action is necessary in the interests of the Government. IAW the PWS and 18 U.S.C. 1382 (1972). Unit Commanders have the authority to bar individuals from their operational area of responsibility. Contractor employees who fail to comply with general orders, directives, regulations, or whose conduct endangers persons or property or whose continued employment is inconsistent with the interest of military secu rity shall be removed from the work site or dismissed from the premises. Removal or dismissal of contractor employees from the premises shall not relieve the contractor of the requirement to provide sufficient personnel to perform the services as required by this PWS.
