Description
NASA/MSFC has a requirement for spacecraft deployment and launch vehicle integration support. NASA's Marshall Space Flight Center is proposing to purchase a Poly Picosatellite Orbital Deployer (P-POD). In order to accomplish CubeSail Mission level activities, NASA's Marshall Space Flight Center intends to build and fly a 3U CubeSat called the CubeSail, on a USAF-STP Minotaur IV launch that is tentatively schedule for the third quarter of FY09. The work for this contract will be broken down into two Phases. Phase I will include P-POD manufacturing, qualification testing, and CubeSail support. Phase II will include pursuing launch opportunities for CubeSail, launch services, and launch support. All of Phase I and some of Phase II costs are covered by this contract. NASA/MSFC intends to purchase the items from The University of California Polytechnic. Competition is impratical because CalPoly is the original developer and is the only source available for the P-POD ejector. There is no other device capable of providing the mechanical interface between the 3U pico-satellite-based CubeSail and standard Launch Vehicle that is compatible with the cubesat specifications. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on Tuesday, September 11, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
