- DESCRIPTION - This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This RFQ and incorporated provisions and clauses are those in effect through the latest Federal Acquisition Circular (FAC). The solicitation number for this request is 201817Q053 and the solicitation is issued as a Request for Quotation (RFQ). This solicitation is set aside for Small Business. The NAICS 423820 with a size standard of 100 employees. Quotations will only be accepted from approved Small Businesses. The U.S. Fish and Wildlife Service encourages the participation of small, disadvantaged, and women-owned businesses. The U.S. Fish and Wildlife Service, Texas Chenier Plain National Wildlife Refuge Complex, Anahuac National Wildlife Refuge, has a requirement for a spiral drum chopper, tandem pasture aerator. The Government intends to issue a contract to the responsible offeror whose total offer represents the best value for the Government price and other factors considered. Prices must include all costs for furnishing and delivery of subject equipment PLACE OF PERFORMANCE - Texas Chenier Plain National Wildlife Refuge Complex, Anahuac National Wildlife Refuge, 4318 FM 1985, Anahuac, Chambers County, Texas 77514 BID SCHEDULE - Spiral Drum Chopper, Tandem Pasture Aerator A) 1 (one): spiral drum chopper, tandem pasture aerator as described: $_______________ Price Must Include all cost for furnishing and delivery of subject equipment. *As required under FAR 52.214-21, Descriptive Literature, submit descriptive literature and technical data for item bid. Offeror(s) proposing alternative equipment than that indicated bear the burden of proof that an item is in fact equal or better. GENERAL EQUIPMENT REQUIREMENTS The Contractor shall provide: " 16' x 30" Tandem Pasture Aerator with the following specifications: " 6" x 10" x 3/8" Rectangular mainframe side beams; " 6" x 12" x ?" Rectangular tubing C-Frames around drums; " Ladder bars on side beams; " 4" axels extending throughout the drums; " 4" 4-bolt double tapered roller bearings; " Dual hydraulic wheels - 4, 24 ply aircraft tires and wheels; " 6" AR500 angled blades ?" thick " Hydraulic tongue; " Stump deflectors; " 16' 5" overall width; 15' cutting swath; " Approximate water filled weight: 38,000lbs DELIVERY (FOB) - Delivery shall be made to the Texas Chenier Plain National Wildlife Refuge Complex, Anahuac National Wildlife Refuge, 4318 FM 1985, Anahuac, Chambers County, Texas 77514. PROVISIONS AND CLAUSES - In addition, FAR provisions/clauses listed below apply. This information is available on the Internet at http://www.arnet.gov/far. FAR 52.212-1, Instructions to Offerors - Commercial Items; FAR 52.212-2, Evaluation - Commercial Items, and the specific criteria to be used for evaluation shall be as follows: 1) Total Price; 2) Equipment and technical acceptability to the specifications listed in this solicitation; 3) Warranties on equipment; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, must be completed on-line at www://orca.bpn.gov. FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items. The clause at FAR 52.211-6, Brand Name or Equal, applies to this acquisition. The clause at FAR 52.214-21, Descriptive Literature, applies to this acquisition. QUOTATION SUBMISSION - The deadline for receipt of quotes is September 14, 2007 at 4:30 pm (Mountain). Quotes may be submitted on letterhead and must include, at a minimum, unit price for each item, extended price, item description as detailed above, prompt payment and warranty terms, name, phone number and address of your point of contact. Quotations may be submitted by e-mail, fax or any mail delivery service.
