Description

The Pennsylvania Air National Guard located at Coraopolis, PA intends to issue an Invitation For Bid (IFB) to award a single, firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipme nt, and supervision necessary to Repair Fuel System Maintenance Dock, Bldg 304. This project includes various disciplines of work to repair exterior and interior components of a facility. The project includes demolition, limited site work, interior mason ry walls, replacement of exterior doors, standing seam metal roofs, weather stripping on aircraft hangar doors, and standard interior construction to include mechanical systems, electrical systems, partition walls, suspended acoustical ceilings and archite ctural finishes. Note that this project includes the removal of an existing roof that contains asbestos. Portions of this work are in the high bay aircraft hangar and will involve work more than 20' above the finished floor. Magnitude of the project is between $1,000,000.00 and $5,000,000.00. The type of contract is firm fixed-price. A single award is contemplated. Failure to submit a bid on all items shall result in rejection of bid. Construction/contract completion time is a nticipated to take approximate 180 days after notice to proceed to include inspection and punch list. The North American Industry Classification System (NAICS) code for this work is 236210. The small business size standard is $31.0 million average annual r evenue for the previous three years. All responsible firms may submit an offer. The HUBZone preference IAW FAR 19.1307 applies. A Small Business Subcontracting Plan will be required if the offeror is a large business and must be submitted with the offer. The tentative date for issuing the solicitation is on-or-about 19 September 2007. The tentative date for the pre-bid conference is on-or-about 27 September at 11:00 a.m. local time at the 171st ARW building 205 Civil Engineering. A second pre-bid conferen ce will be held on-or-about 4 October 2007 at 11:00 a.m. local time at the 171st ARW, Coraopolis, PA (building 205 Civil Engineering). The second conference is an opportunity for the prime contractors and their sub-contractors to view and verify field con ditions. No other visits will be arranged. All contractors are encouraged to attend both pre-proposal conferences. Information regarding the pre-proposal conference is contained in the solicitation. Directions for the facility will be provided in the s olicitation. All questions for the pre-proposal conference must be submitted in writing (e-mail is preferred) to the contracting office. This address will also be provided in the solicitation. The solicitation closing date is scheduled for on-or-about 19 October 2007. Actual dates and times will be identified in the solicitation. Interested offerors must be registered in the DOD Central Contractor Registration (CCR) database. Firms can register via the CCR Internet site at http://www.ccr.gov or by contact ing the CCR Information Center at 1-888-227-2423. All contractors interested in this project must register at this site. The plans and specifications will be available only from the Federal Technical Data Solution (FedTeDS) website on-line at https://www.fedteds.gov/. This solicitation is a competitive bid and there will be a formal public bid opening.
