Description
This is a Notice of Intent to award as a sole source requirement to Lukas Microscope Service, Inc. for two Zeiss Axioskop 40 POL main bodies and related components at the current location of Customs and Border Protection Laboratory, 610 S. Canal St., US Customhouse, Chicago, IL 60607. Some of the related components include: ND filter set, binocular phototube, folding eyecup, rotary stage pol with clickstops, achromatic-aplanatic system condenser, brightfield insert, camera adapter 0.63x, 5-megapixel digital color microscopy camera model MRC5, stage micrometer, dust cover, and quartz depolarizer, mounted. This proposed contract action is for supplies and/or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit Proposals. This notice of intent is not a request for competitive proposals; however, all proposals received by the closing date and time will be considered. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any vendors who believe they can provide the equipment and can provide proof of ability to meet the requirements should email or fax their company's capabilities information to the attention of Susan Knose by 3:00 p.m. EST, September 6, 2007. Information submitted should support the company's capability to perform the work required. Only facsimile or email responses accepted. Justification for sole source: These polarizing microscopes have a unique combination of features such as 6-position centering nosepiece, polarizing, flat-field fluotar objectives from 2.5x to 40x--these are of the highest optical quality available. In addition there is a pinhole diaphragm for conoscopy of tiny grains and a mechanical stage that handles our small petrographic slides. The images from the digital cameras are compatible with existing software, on which the staff is already trained.
