- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in the notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The procurement is being issued as a request for quotation. Submit offers on Solicitation Number: 2007-Q-10122. The solicitation is being issued as a request for quotation. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Action Circular 2005-19, dated August 17, 2007. This acquisition will be processed under Simplified Acquisition Procedures (SAP), Acquisitions of Commercial Items and is not a Small Business Set-Aside. The North American Classification System (NAICS) code for this procurement is 541511, and the small business size is twenty-three million dollars. The Center for Disease Control and Prevention (CDC) has a requirement for a vendor to provide all labor, materials and equipment required to complete tasks outlined below. Utilizing expertise in network optimization methods in general and for confidentiality protection and data editing on statistical tables, and the development of related user-friendly mathematical programming software, the contractor as an independent organization and not as an agent of the government, will provide The National Center for Health Statistics (NCHS) staff with theory and methods research and produce user-friendly software. The successful contractor will deliver to Project Officer quarterly summaries of progress and problems and supply in subroutine form suitable mathematical programming optimizers that deal efficiently with problems of this type. Optimizers will be free of any software purchase costs and licensing fees, in order that the software products produced by the contractor will be shared widely amongst NCHS staff and other survey methodologists. All software will be developed in Visual C++ or Java languages for IBM PC and PC compatible computers operating on a Windows XP platform. Source and executable code and technical and user documentation will be provided to The Office of Research and Methodology (ORM), NCHS. All software to be made available in the form of (1) callable subroutine and (2) direct user input interactively from keyboard based on screen prompts at a single PC. Vendor will make interim software developed during the research available to ORM, NCHS in preliminary form to continue the research with sufficient instruction in to enable its use by NCHS and federal colleagues. The successful contractor will not have access to confidential NCHS data. Research will not involve testing human subjects. Under direction of the project officer, the contractor will develop appropriate test data. Additional test data, based on publicly available NCHS data products, may also be supplied by project officer. Research directions and goals will be set by the project officer. Contract Tasks: 1. Successful contractor will provide ORM, NCHS with efficient computational algorithms for implementing algorithms for tables of network type. This will require considerable expertise with mathematical programming theory and software research and development and the ability to work closely with ORM mathematicians and mathematical statisticians on a scientific level required for this research. 2. Successful contractor will develop and deliver to ORM, NCHS efficient end-user software implementing the results of the research with appropriate documentation. 3. Based on ORM testing, successful contractor will modify software to improve its operating characteristics. 4. Successful contractor will provide ORM, NCHS with at least one manuscript of final-draft quality, with appropriate graphs, figures and tables, summarizing the mathematical algorithms, the software, and the computational performance of the software. The paper should be suitable for publication in a peer-reviewed mathematical, mathematical statistical, statistical, or operations research journal.
