Description
The National Oceanic & Atmospheric Administration (NOAA), a bureau of the U.S. Department of Commerce, is interested in procuring services to accomplish tasks that are part of Phase II of a project to characterize the marine ornamental trade by determining the volume of imports, species and source countries for marine ornamental fisheries. NOAA Fisheries is seeking a contractor to complete input of data into a database on imports of coral reef species into the United States. The contractor would work with a coral reef ecologist in NOAA?s Coral Reef Conservation Program to compile and enter data from customs declaration forms during the period of May 2004 - June 2005. The contractor will assist the agency on high-priority activities associated with the international trade in coral reef species, with the goal of improving our understanding of the role of the U.S. in the import of coral reef species and in the development of conservation measures to ensure US demand for these species does not contribute to the degradation of international coral reefs. The Government estimates that approximately $37,000.00 will be required for this work. This requirement is set-aside for small businesses. The North American Industry Classification System (NAICS) code for this Request for Proposal is 541990, All Other Professional, Scientific and Technical Services. The Small Business size standard is $6.5 million. All firms must state their status as a small business based on this NAICS code. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-19. The provisions and clauses may be downloaded at http://www.acqnet.gov/far. The following clauses shall apply to this solicitation: FAR 52.213-4, Terms and Conditions, Simplified Acquisition (Other than Commercial Items); FAR 52.232-7, Paments Under Time-and-Materials and Labor-Hour Contracts. Any additional clauses required by public law, executive order, or acquisition regulations in effect at the time of execution of the order will be included. Each prospective contractor shall register with the U.S. Government through the Central Contractor Registration (CCR). The Central Contractor Registration (CCR) is the primary vendor database for the U.S. Federal Government. The CCR collects, validates, stores, and disseminates data in support of agency acquisition mission. In accordance with Federal Acquisition Regulation (FAR) 4.1102, effective October 1, 2003, "Prospective contractors shall be registered in the CCR database prior to award of a contract or agreement". The Government reserves the right to make no award and will not be liable for any costs incurred in response to this solicitation. The Government will evaluate proposals in accordance with the evaluation factors set forth in this RFP. The information provided shall be concise, specific and complete, and shall demonstrate a thorough understanding of the requirements of this RFP. Additionally, the firm must demonstrate a reasonable relationship between the requirement and the price for that requirement. Firms shall offer to perform all requirements. Offers of partial performance may be rejected. The period of performance is from the date of award through twelve (12) months. The resulting purchase order shall be a Time and Materials award. Award will be made to the responsible offeror whose quote conforms to the solicitation and will be most advantageous to the Government, price and other factors considered.
