Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. This solicitation is issued as a Request for Quotations (RFQ). This solicitation is unrestricted, the NAICS code for this action is 721110 and the business size standard is $6 million. THIS AWARD IS NOT FOR EVENT PLANNING SERVICES. The Food and Drug Administration intends to negotiate a firm fixed price contract for hotel accommodation, conference space, and hotel services in Rockville, MD using FAR Part 13 Simplified Acquisition Procedures. STATEMENT OF WORK: The Office of Vaccine Research and Review will be cosponsoring an International Pandemic Influenza workshop to support pandemic vaccine development on December 10 and 11, 2007, in conjunction with the World Health Organization (WHO) and National Institutes of Health (NIH), National Institute of Allergenic and Infectious diseases (NIAID). The purpose of this meeting is to convene representatives of each organization for an international collaboration on Immune Correlates of Protection against Influenza A Viruses. This workshop will serve to identify gaps in our knowledge and ability to address unique challenges faced in development and evaluation of vaccines against pandemic influenza, including avian influenza infection. This will further the mission of the Center for Biologics Evaluation and Review (CBER) towards maximizing global response preparedness in the event of a pandemic as well as facilitating a global research agenda to improve efficacy assessment of pandemic influenza vaccine. MEETING REQUIREMENTS include the following: (a) Conference space and facilitation services for 2 full day meetings of 175 attendees; (b) Lodging accommodations of 75 rooms for 2 nights; and (c) Parking availability for 175 meeting attendees. The Audio Visual equipment requirements to include: (1) podium, (2) microphone, (3) lighting; (4) projection screen; (5) cabling and cords for equipment; (6) push to talk microphone and control unit; (7) laser pointer; (8) laptop for presentations; (9) audio visual technician for ten hours a day; (10) stand up microphones; and (11) flip charts and markers. The following FAR clauses shall apply to this solicitation: FAR Part 52.212-1 Instructions to Offerors-Commercial Items; 52.212-2 Evaluation Commercial Items: 1. Price, and 2. Location; 52.212-3 Offerors Representations and Certifications; 52.212-4 Contract Terms and Conditions; and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items. In accordance with FAR 52.204-7 Central Contractor Registration (July 2006); contractors are Required To Register in the Central Contractor Registration (CCR) database http://www.ccr.gov, PRIOR to award of any contract. In addition, the offeror's facility must be compliant with the requirements of the Americans with Disabilities Act (Public Law 101-336) (42 U.S.C. 12101 et. Seq.). All responsible sources that can provide and meet the above requirement shall submit written quotations by 2:30 p.m., EST, September 5, 2007 via mail or by fax (301) 827-7106.
