Description
The U.S. Army anticipates issuing a Request for Proposal (RFP), set aside for small business (SB) participation, to provide independent verification and validation (IV&V) support for two information technology (IT) programs: the General Fund Enterpri se Business System (GFEBS) and the Global Combat Support System (GCSS)  Army (Field/Tactical). The estimated release date for the formal RFP is on or about 14 September 2007, the proposal due date will be specified in the RFP. The RFP will be posted to the Federal Business Opportunities (FedBizOpps) website (http://fedbizopps.gov/) as well as any amendments. It is the responsibility of interested parties to monitor this site for the release of the solicitation and amendments (if any). Potential offeror s will be responsible for downloading their own copy of the solicitation and amendments. No paper distribution of these documents will be provided. The Army plans to award an Indefinite Delivery/Indefinite Quantity (IDIQ) contract. While the Army retains the right not to make an award, it intends to issue one award of this IDIQ contract to provide combined IV&V support for GFEBS and GCSS  Army (F/T) . The Army intends to issue the first two task orders (one for each program) simultaneously with the award of the IDIQ contract. Additional task orders (TOs) may be issued as needed, at the discretion of the government. TOs may be released as time and m aterial awards. A Draft copy of the RFP (DRFP) will be posted on or about 31 August 2007. Interested small businesses are invited to submit inquiries and comments electronically via e-mail to Mr. Rodney Mathis, the Contracting Specialist at: rodney.mathis@us.army.mil. I nquiries should contain: the solicitation number, company name, address, point of contact(s), telephone number, and fax number. Questions to the DRFP must be received by email no later than 5:00 PM EST, 7 September 2007. Background The U.S. Army is seeking IV&V support for two programs: the GFEBS and the GCSS  Army (F/T). GFEBS Program. GFEBS will address long-term Army and Department of Defense (DoD) goals and satisfy legislative requirements imposed by the Chief Financial Officers (CFO) Act. The vision/objective is to implement a CFO Act-compliant general fund finance a nd accounting capability that supports DoD with accurate, reliable, and timely financial information, in peacetime and in war. GFEBS will serve as the Army's financial backbone, capturing general ledger data into a single system. It will be the system of record for the entire Army. Accenture was selected as the GFEBS System Integrator to replace the Armys legacy financial systems with SAP, a Commercial Off-the-Shelf Enterprise Resource Planning (ERP) application. GCSS  Army (F/T) Program. GCSS  Army (F/T) will enable the Army to integrate the tactical supply chain, obtain accurate equipment readiness, support split base operations, and obtain up-to-date status on maintenance actions and supplies in support of the warfighter. It is the primary tactical logistics enabler and combat multiplier to achieve the Army Campaign Plan and Combat Support/Combat Service Support (CS/CSS) Transformation Vision for the Logistics Domain in support of soldiers in the field. The G CSS  Army (F/T) will reengineer the current tactical Standard Army Management Information Systems (STAMIS) and rollout will allow more than 135,000 soldier and contractor users in the total Army to view complete logistics management information and make t imely, data-driven decisions. GCSS  Army (F/T) will provide the U.S. Army with accurate logistics management information for effective execution of supply, maintenance, and property accountability operations and timely data sharing with other Army and Do D automation systems. The software technology solution is based on a SAP application that is broken down into segments. Northrop Grumman Mission Systems was awarded a contract for Segment 1. IV& V Support Requirements As detailed in the draft RFP, the U.S. Army is seeking IV&V support from small businesses to provide an independent assessment of GFEBS and GCSS  Army (F/T) throughout their product life-cycles (prototype/pilot, deployment, and sustainment), continuously verifying and validating that the systems and documentation conforms to program requirements and meet user needs. * IV&V capabilities include, but are not limited to software design, architecture, configuration, deployment and related documentation requir ed to meet the GFEBS and GCSS  Army (F/T) program objectives. * Contractors should have specific functional and technical IV&V experience over the software development life-cycle to include program planning and management, requirements tracking, software design, testing, deployment, and software operation and maintenance. * Contractor experience should include IV&V software development experience with large SAP software programs and other ERP applications. * Experience in IV&V component areas should inc lude: acquisition, enterprise architecture, requirements traceability, software design, testing, training, integration/ deployment, maintenance, help desk support, project management, quality assurance, records management, risk management and monitoring, c hange management, configuration management, data management, functional management, and security. * In addition, the contractor should have IV&V experience in Army financial management and logistics IT systems as well as IV&V experience monitoring, tracki ng, and evaluating system performance metrics and program objectives, and issue management. * Other requirements include knowledge in DoD 5000 series, DoD Software Development Life Cycle documentation experience, and DoD financial management experience in cluding: general fund and working capital fund IV&V; and familiarity with applicable accounting standards and requirements (Blue Book, CFO Act, GAAP, FASAB, DOD FMR, and Army regulations). * IV&V contractors should also have experience supporting multiple program offices. Note: the GFEBS program management office (PMO) is in Alexandria Virginia and the GCSS  Army (F/T) PMO is in Fort Lee, Virginia. * The IV&V contractor must be unaffiliate d, contractually or otherwise, with the GFEBS and GCSS Army (F/T) programs. * The contractor should also ensure that its employees maintain clearances at appropriate levels based on facility and work product access requirements. * The IV&V contractor sh ould also maintain the following IV&V process certifications throughout the contract life-cycle: ISO 9001:2000 or Capability Maturity Model Integration (CMMI) maturity level 2 or above. * The IV&V contractor should be familiar with and adhere to the follo wing regulations/guidelines where applicable: IEEE, Standard for Software Verification and Validation, IEEE Std. 1012-1998/1012-2004; NIST, Reference Information for the Software Verification and Validation Process, Special Publication 500-234, 1996; SEI, Introduction to Software Verification and Validation, Curriculum Module SEI-CM-13-1.1, 1988; DoD, Mandatory Procedures for Major Defense Acquisition Programs and Major Automated Information System Acquisition Programs, Department of Defense Reg. 5000.2-R, 2001; and DFAS 7900.4G, Guide to Federal Requirements for Financial Management Systems, February 2005.
