- The Food and Drug Administration intends to award a firm fixed price hourly contract to AFSS Consulting. This is NOT a request for competitive quotes. The Purchase Order will be made on a sole source basis in accordance with FAR Part 13 - Simplified Acquisition Procedures and 13.501 (A) - Sole source acquisitions for the following, full time, services to be performed within the WashingtonDC/Maryland Area. WORK TO BE PERFORMED: The Contractor shall provide advisory and consultative services to CVM on critical issues and policies regarding the continued development of AFSS, including strategic planning, risk assessment and communications, and will participate in strategy discussions and meetings providing scientific and technical expertise where appropriate. Recommendations on the evaluation, editing, and implementation strategies of new and proposed regulations, guidance for industry and public comments to same shall also be provided by the Contractor. Specifically, the contractor will provide expert opinion to the Center on animal feed issues included but not limited to: historical data, experience in the drafting, writing and implementation of feed regulations. The Contractor should have experience with the FDA legal process and with the field and other federal agencies as it relates to both medicated and non-medicate feeds and the issues surrounding this subject. Contractor must have a level of experience that includes animal nutrition, toxicology, microbiology, regulatory compliance, feed manufacturing and development of the risk assessment process. The vendor has worked extensively in these areas and thus possesses an understanding of the procedures, problems and timeliness aspect to these projects. Having the same vendor continue to do this will ensure that critical work is not interrupted and is completed in a manner that furthers the mission of FDA. The proposed source is for commercial services for which the Government intends to solicit and negotiate with only one source. This action is proposed on a sole source basis because it is a follow-on contract where the vendor has developed procedures that help expedite critical requests and there being a substantial duplication of cost to the government interest by responding to this requirement within 5 calendar days after date of publication of this notice. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The period of performance is for Twelve (12) months. Vendors must be registered in the Central Contractor Register (CCR) prior to the award of contract. You may register by going to www.ccr.gov. You will need your Dunn and Bradstreet number and banking information. The anticipated award date September 20, 2007; however, dates in this announcement are subject to change. The provision at FAR 52.212-1, Instructions to Offerors Commercial Items applies to this solicitation. The following agenda has been attached to this provision: None Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representation and Certifications Commercial Items. The clause FAR 52.212-4, Contract Terms and Conditions, Commercial Item applies to this acquisition. The clause FAR 52.214-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders, Commercial Items applies to this acquisition.
