Description
This amendment is issued to provide further clarification to vendors as to the governments requirements for Comprehensive Nutrient Management Plans (CNMP)in the State of Alabama. Vendors should submit a price to complete one(1)CNMP for an operation of 4 poultry houses (4-5 pound broilers), waste spread over 5-8 fields of either pasture or cropland amounting to 120 acres. This price will only be used to determine price reasonableness and no other pricing information is requested. The requirement for vendors to submit a firm fixed price to complete CNMPs is NOT REQUESTED at this time. Vendors who are qualified may be awarded a Blanket Purchase Agreement for the appropriate region in Alabama. Price quotes will be requested from qualified vendors as government requirements are identified. (References to line items (001 through 003)and the requirement to submit prices for each line item is hereby deleted. The following questions and answers are addressed. 1. QUESTION Do you have to be a TSP in Alabama to bid on this contract or is it acceptable to be a TSP to develop CNMPs in other states? RESPONSE The applicant does not have to be a registered TSP in Alabama to bid, but will have to be registered in Alabama by the time the CNMP is awarded. 2. QUESTION Can you provide information on the size of the animal feeding operations in terms of animal numbers and acres for land application (range and average size) so that a more accurate fixed price bid can be provided? RESPONSE See page one (1) of this modification. 3. QUESTION In what TSP category on Tech Reg will you consider a p person to be a ?Certified Conservation Planner with Specialization in Nutrient Management?? RESPONSE To be considered a Certified Conservation Planner with Specialization in Nutrient Management you must meet all of the following Technical Service Category criteria: Certified Conservation Planner CNMP Plan Approval CNMP Plan Approval Option 1 ? State Certification CNMP Plan Development ? Land Treatment CNMP Plan Development ? Nutrient Management
