Description
1. The Naval Air Warfare Center - Aircraft Division (NAWCAD) has a requirement for a quantity of one (1) Horizontal Jet Fuel Filter /Separator Housing system including Support Equipment as stated herein. The system shall be in accordance with the following documents: Defense Logistics Policy No. DESC-X-P-2 dated 14 Aug 2007; American Petroleum Institute 1581 dated July 2002 and US Army Specification 15880 (04/99). THE HORIZONTAL JET FUEL FILTER/SEPARATOR HOUSING SHALL BE DELIVERED FULLY ASSEMBLED AND READY FOR A NAVY PERFORMED INSTALLATION AT THE PROPULSION SYSTEMS EVALUATION FACILITY LOCATED AT NAWCAD. 2. This notice is a combined synopsis/solicitation for commercial item prepared under the authority of FAR 13 and Subpart 12.6, as supplemented with additional information included herein. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. The provisions at FAR 52.212-1 and 212-2 apply. FAR 52.212-4 and 212-5 will be included in any award resulting from this notice. Full text for these FAR provisions and clauses may be accessed at http://farsite.hill.af.mil/ 3. In accordance with FAR 19.5, this acquisition is under NACIS code 333999 ? Other Miscellaneous General Purpose Machinery Manufacturing. The Small Business Size Standard for this NACIS code is 500 employees. 4 . A quantity of (1) Horizontal Jet Fuel Filter /Separator Housing shall meet the following requirements: a. Fuel flow rate of at least 600 gpm. b. Fabricated from carbon steel or equally hard material. c. Rated for a minimum of 225 psi. d. Shall be stamped and certified with (ASME Code 16 Section VIII Pressure Vessels and Section IX Welding Qualifications and ASMR B31.3 Piping) and an API nameplate shall be attached to the housing. e. Screw bases for mounting coalescers. f. Knife-edge seals for mounting separators. g. Spider Assembly Plate shall be attached to the housing wall and electrically bonded/grounded to the housing. h. Inlet and outlet flow direction shall be marked. The filter separator housing inlet and outlet shall have raised 6 inch flanges. (ANSI B16.5, Class 150). The outlet flange shall match the Filter Separator Control Valve described in Item Number 5f.below. i. Hinged cover opening with swing bolted closure and a Buna-N O-ring seal. j. Coat the interior of the vessel with an epoxy coating (MIL-C-4556). k. Paint the exterior of the vessel with an alkalyd resin or equivalent primer. l. Housing support legs shall be fitted with a 4 inch square by 1/2 inch base plate and include a 3/4 inch drilled hole for securing housing to the floor. 5. Accessories and Support Hardware shall include the following items: a. Automatic Air Eliminator at the top of the housing with Check Valve b. Pressure Relief Valve c. Differential Pressure Gage (DPG) and Pressure Gage with stainless steel fittings. d. Sight Glass Assembly with stainless steel ball checks and colored density sensitive ball for monitoring water accumulation in the sump e. Manual Drain with a 1 inch stainless steel ball valve mounted at the bottom of the sump for draining all water, fuel and sediment. f. Filter Separator Control Valve (FSCV) to regulate the fuel flow through filter separator. The FSCV shall have a raised 6 inch flanges. (ANSI B16.5, Class 150). g. Float Control Valve h. Fuel Sampling Connection at the inlet and outlet to the housing. The sampling connection shall consist of a sampling probe, stainless steel ball valve, quick disconnect coupling and aluminum or equivalent dust cover. The quick disconnect shall be capable of accepting a standard military fuel sampling kit. i. The specific quantity of Coalescers to be used with the proposed Horizontal Jet Fuel Filter/Separator Housing shall be defined by the Contractor but the unit shall meet requirements in DLA Policy Number DESC-X-P-2 DoD Fuel Filter Element Standardization Policy of 14 August 2006. j. The quantity of Separators to be used with the proposed Horizontal Jet Fuel Filter /Separator Housing shall be defined by the Contractor but the unit shall meet requirements in DLA Policy Number DESC-X-P-2 DoD Fuel Filter Element Standardization Policy of 14 August 2006. l. A quantity of (3) Installation, Operating and Maintenance Manuals or the manual may be provided on CD ROM in a reproducible format using any Windows based PC. . 6. A complete copy of the system?s Standard Commercial Warrant, of no less then 12 months, is to be submitted with the quotation. Quotations will be evaluated based on the following factors: Technical, Price, Delivery, and Past Performance. All factors are of equal importance; however the Government reserves the right to make an integrated evaluation resulting in the best value to the Government, price and other factors considered. TECHNICAL: Please provide commercial brochures/literature for the quoted Jet Fuel Filter /Separator Housing, and Support Equipment, and/or other information sufficient to show how the product meets all of the Government?s minimum technical requirements/specifications as provided herein. PRICE: Please provide a Firm Fixed Price per system including all discounts which may be applicable. Pricing shall include FOB destination terms to NAWCAD, Patuxent River MD 20670. DELIVERY: Please specify a date for delivery of all items, after receipt of a written purchase/delivery order. PAST PERFORMANCE: Please provide three prior contract or purchase order numbers; for recent, same or similar products sold. Include a customer end-user point of contact and phone number for each contract/purchase order record provided. The Government may evaluate general customer satisfaction with the product, on-time delivery, ease of warranty claims and any other information determined by the Contracting Officer regarding the Contractors ability to deliver a quality product. The Government reserves the right to obtain past Performance information from any source and not solely from the information provided by the Contractor. . ALL QUOTATIONS SHALL INCLUDE A COMPLETED COPY of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items. The Government is not responsible or liable for any lost or misdirected delivery by common carrier, postal office or e-mail It is the sole responsibility of the contractor to ensure their quotation has been received by this office by the closing date and contains ALL of the requirements as stated in this combined synopsis/solicitation.
