- The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 13.501) with Entech Instruments Inc, 2207 Agate Ct, Simi Valley, CA 93065-1839 as the only responsible source that can provide components for and authorized installation for upgrading the existing gas chromatography sample collection, preparation, and transfer system at the Naval Environment Health Center Consolidated Industrial Health Laboratory San Diego, CA.. The upgrade shall be compatible with existing Agilent gas chromatographs and sample transfer equipment from Entech. The offeror must provide a complete system (i.e. be able to provide all of the requirement, not portions of the requirement.) This acquisition is being conducted under the FAR 13.5 test procedures for commercial items. Provisions and clauses in effect through Federal Acquisition Circular 2005-18 are incorporated. NAICS 334516 (Size Standard - 500 Employees for purposes of reporting contact action). The Evacuated Canister Sample Transfer System is a fully automated state-of-the-art system that collects, measures, concentrates, and transfers samples to a Gas Chromatograph Mass Spectrometer (GCMS) instrument. This automated sampling system utilizes specially coated evacuated canisters to collect air samples in the workplace. The autosampler then automatically transfers a measured volume of air sample from the canister, concentrates and cryogenically introduces the sample into a GCMS instrument that analyzes a large variety of organic solvents at parts per billion levels. The Canister Sampling system autosampler can handle twelve 1.4 liter canister samples. All of the instruments and its accessories are fully integrated, controlled and operated by computer hardware with Windows software communications interface. Utilizing an advanced GC/MS as the instrument analyzer, this canister sample transfer system will analyze diverse unknown sample requests with high sample throughput obtaining reliable, sensitive, low detection levels. INSTRUMENT USE: This Canister Sample Transfer System will be used to analyze trace levels of volatile and semi-volatile organic compounds and solvents found in air samples. The majority of samples will be samples collected in industrial workplaces used to evaluate and protect worker exposure to toxic and hazardous chemicals. Examples of clinical use would include sampling worker exposure to diesel exhaust, poor indoor air quality, mold analysis, formaldehyde, other carbonyls, and other semi-volatile compounds found in workplaces. Information from samples analyzed will provide medical personnel with rapid worker toxicity information in addition to exposure prevention. This instrument will provide sensitive, rapid, and specific analysis of safety, industrial hygiene, and occupational health clinic sample requests performed by the laboratory. INSTRUMENT COMPONENTS: The Evacuated Canister Sample Transfer System components include four main modules, with other peripheral parts. The 3-stage preconcentration module, the oven canister cleaning system, the large volume GC injection system, and the robotic canister autosampler with sample tray and transferring module. Other components that complete the system are a selection of twenty 0.6 liter capacity Silonite coated mini-cans and twenty 1.4 liter capacity Silonite coated mini-cans for sample collection. Various regulators, valves, and connectors are included with the system. The system with its accessories is fully integrated, controlled and operated by Windows proprietary software that runs the system. However, parties interested in responding to this notice shall submit technical data, including price, sufficient to determine capability in providing the same product. Capability statement offered must be for complete systems to be considered. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
