Description
THIS SYNOPSIS IS AN ADVANCE NOTICE FOR INFORMATION, MARKET RESEARCH AND PLANNING PURPOSES ONLY. IT IS NOT A SOLICITATION. NO SOLICITATION IS AVAILABLE AT THIS TIME. The 50th Contracting Squadron at Schriever Air Force Base, Colorado is conducting a market survey to determine the existence of HUBZone small businesses able to provide a Defense ID scanning system to include installation, configuration, and training services, as well as extended warranties on the major components. Specifically, the 50th Space Wing has a requirement for mobile, ruggedized handheld ID scanner devices and supporting equipment. The ID scanners and supporting equipment should interface with a Defense ID system database that can pull information from sources of public records on the National, Regional, State and Local levels as well as government and law enforcement sources. The ID scanners should also be compatible with all types of Federal and State issued identification cards. Potential interested sources are required to respond to this notice no later than 31 August 2007. Firms interested should respond in writing to include the following: (1) Company name, CAGE Code and point of contact and (2) relative information about the products matching the description above. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government to a particular acquisition approach. This synopsis is to be used as a market research tool to determine the availability and adequacy of potential sources. Any information submitted by respondents to this synopsis is strictly voluntary. The Government shall not be liable for, or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. All documentation shall become the property of the Government. The Government will not pay for any information that is submitted by respondents to this sources sought request. This synopsis should not be construed as commitment by the Government for any purpose other than market research. In the event of a solicitation and/or award for this requirement, the following clause shall apply: 5352.201-9101 Ombudsman. OMBUDSMAN (AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
