- The 676th Armament Systems Squadron, Eglin AFB, Florida intends to solicit and award a Firm-Fixed Price, Sole Source Contract to Sonfarrel, Inc. The said contract is for Wing Spindle Plugs. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. The announcement number is 07M0273. The requirement consists of the following item: CLIN 0001, (856 EA) Spindle Plugs custom fit for the Joint Air to Surface Standoff Missile (JASSM). The part number for this requirement is 79601729-019. Delivery of all assets must be received no later than 12 weeks after contract award. FOB: Destination. Inspection/Acceptance: Destination. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)2. Sonfarrel, Inc. is the only known source to meet the government's requirement because of substantial cost and duplication effort that will not be recovered through competition. Interested persons may identify their interest and capability to respond to this requirement or submit proposals. Information received will normally be considered solely for the purpose of determining whether or conduct a competitive procurement. An Ombudsman has been appointed to address concerns of offerors or potential offerors. The Ombudsman does not diminish the authority of the program manager or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the Contracting points of contact identified above.
