Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This requirement will be satisfied using commercial acquisition procedures specified in FAR Parts 12 and 13. This announcement constitutes the only solicitation; firm-fixed-price quotes for the following items are being requested and a written solicitation will not be issued. Solicitation number HSCG38-07-Q-500029 is being assigned to this procurement for tracking purposes only and this synopsis/solicitation is being issued as a Request for Quotation (RFQ). This is an unrestricted procurement. The incorporated clauses and provisions are those in effect through Federal Acquisition Circular 2005-18. The North American Industry Classification System Code is 336413 and the size standard is 1000 employees. The purchase order will be awarded using simplified acquisition procedures in accordance with FAR Part 13 for the following items on a brand name or equal basis. The item(s) identified are brand name or equal and reflects the minimum salient physical, physical, and functional characteristics and the level of quality that will satisfy the Government?s needs. The brand name is Tronair Inc. (Cage 59603) and characteristics purchase description with the salient characteristics of the brand name item that an ?equal? item must meet to be acceptable for award are firm requirements stated as: ITEM 1: P/N: 084049C10112, Nomenclature: ENGINE COMPRESSOR WASHER, 9 each; Minimum Characteristics Engine wash cart characteristics: Stainless steel fluid tank with large fill ports, bleed off valve and safety pop-off valve, wash and rinse tanks, operates of 125 PSI (8.6 bar) shop air, pressure regulator with certified pressure gauge provided for flow control, ASME certified steel compressed air storage tank with drain valves, 08 micron output filter, 20 ft (6 m) output hose. ITEM 2: P/N 06-5022-6800, Nomenclature: ENGINE OIL SERVICING UNIT, 9 each; Minimum Characteristics Engine Oil Servicing Unit characteristics: 2 gal (7.61) reservoir, 2 micron filtration, high displacement hand pump (13 strokes per quart), 15 ft (4.6 m) #6 hose with 37 degree JTC female swivel connector. ITEM 3: P/N 06-5022-6500, Nomenclature: HYDRAULIC SERVICING UNIT, 9 each. Minimum Characteristics Hydraulic Servicing Unit characteristics: 2 gal (7.61) reservoir, 2 micron filtration, high displacement hand pump (13 strokes per quart), 15 ft (4.6 m) #6 hose with 37 degree JTC female swivel connector. Equipment must be new material; used reconditioned, overhauled, or remanufactured material in not acceptable. Drawings are not available and cannot be furnished by the U.S. Coast Guard. Delivery shall be to Aircraft Repair and Supply Center, Receiving, Bldg 63, Elizabeth City, NC 27909. Inspection and acceptance shall be performed by USCG ARSC Receiving Personnel. Copies of packing slips shall be affixed to the outside of the shipping container. Packaging of the items shall be in accordance with the contractor's best commercial practices with the following exceptions: Each item or unit must be individually packed in a separate box, carton, or crate. Each individual container shall be labeled on the outside with NSN, Part Number, Serial Number, Quantity, Nomenclature, Purchase Order Number, and Line Item. The internal packaging material shall be sufficient to prevent damage during shipment, handling, and storage. Each unit shall be packaged to protect against electrostatic damage. Preservation protection must be sufficient to prevent corrosion, deterioration or decay during warehouse storage for a period of one year, but no preservation coating will be applied directly to the component. Packaging material shall NOT consist of the following material: popcorn, shredded paper, Styrofoam of any type, or peanut style packaging. Bar coding is not required. All responsible sources may submit a quote which shall be considered. PROVISIONS: FAR 52.212-1, Instructions to Offerors - Commercial Items (Jan 2006). The closing date for receipt of quotes is 11 SEP, 2007, 3:00pm EST. Quotes may be submitted on company letterhead stationary and must include the following information: Solicitation Number, Nomenclature, Part Number, Unit Price, Extended Price, Payment Terms and discount offered for prompt payment. Quotes may be F.o.b. Destination, or F.o.b. Origin, Freight Prepaid quotes must include shipping prices for the purpose of evaluating quotes to determine lowest overall cost to the Government. EVALUATIONS: Quotes received other than brand name shall provide sufficient descriptive details to effectively evaluate ?equal? products. Quote will be evaluated on the basis of information furnished by the offeror. Quote should clearly indicate that the product being offered is an ?equal product. The Government will issue a purchase order resulting from this solicitation to the offeror whose offer conforming to the solicitation is most advantageous to the Government, price, and other factors considered. The following factors shall be used to the evaluate quotes and are listed in the order of importance: 1) Capability of the item to meet the Government?s requirement, 2) Price. The Government reserves the right to award any item or group of items contained in the solicitation. The offeror agrees to hold its prices in its quote firm for 30 calendar days. FAR provision 52.212-3, Offeror Representations and Certifications-Commercial Items (Nov 2006) Offerors shall include a completed copy of this provision with their offer or complete only paragraph (j) of the provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov or www.arnet.gov/far. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (b) through (i) of this provision. Legal effect of quotations: As prescribed in FAR 13.004(a) A quotation is not an offer and, consequently cannot be accepted by the Government to form a binding contract. Therefore issuance by the Government of an order in response to a supplier?s quotation does not establish a contract. The order is an offer by the Government to the supplier to buy certain supplies or services upon specified terms and conditions. A contract is established when the supplier accepts the offer.
