Description
NOTICE OF INTENT TO NEGOTIATE A SOLE SOURCE CONTRACT FOR THE NATIONAL MARINE FISHERIES SERVICE (NMFS). PURPOSE IS TO NEGOTIATE WITH THE SHOSHONE-BANNOCK SBT (SBT). THE SBT WILLPROVIDE A SERIES OF PRODUCTS, INCLUDING TECHNICAL INFORMATION AND ANALYSES, TO ASSIST THE NMFS/NWR IN THE DEVELOPMENT AND IMPLEMENTATION OF THE UPPER COLUMBIA SALMON RECOVERY PLAN AND HATCHERY SCIENTIFIC REVIEW GROUP. THE UNITED STATES HAS A UNIQUE RELATIONSHIP WITH RECOGNIZED TRIBAL GOVERNMENTS, AS EXPRESSED IN THE U.S. CONSTITUTION, EXECUTIVE AND SECRETARIAL ORDERS, PRESIDENTIAL MEMORANDA, DEPARTMENTAL POLICIES, JUDICIAL DECISIONS, AND CONGRESSIONAL LEGISLATION. BASED ON THE UNIQUE GOVERNMENT-TO-GOVERNMENT RELATIONSHIP BETWEEN THE SBT AND THE UNITED STATES, THE SBT IS A CO-MANAGER WITH NMFS OF THE SALMON AND STEELHEAD THAT ARE SUBJECT TO NMFS RECOVERY AND HATCHERY EFFORTS/PROGRAMS. SBT IS AN ESSENTIAL PARTNER IN THE DEVELOPMENT OF RECOVERY PLANS AND HATCHERY POLICIES FOR LISTED SPECIES, ESPECIALLY CONCERNING INFORMATION AND ANALYSES REGARDING SPECIES MANAGEMENT WITHIN INDIAN LANDS AND USUAL AND ACCUSTOMED (U&A) FISHING AREAS IN WHICH SBT HAS AN INTEREST. THE PROPOSED CONTRACT ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER THE AUTHORITY OF FAR 6.302. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. HOWEVER, ALL PROPOSALS RECEIVED WITHIN 15 DAYS AFTER DATE OF PUBLICATION OF THIS SYNOPSIS WILL BE CONSIDERED BY THE GOVERNMENT. THIS IS A SIMPLIFIED ACQUISITION WITH AN ESTIMATED VALUE OF LESS THAN $100,000. THE WESTERN REGIONAL ACQUISITION DIVISION, REQUIRES THAT ALL CONTRACTORS DOING BUSINESS WITH THIS ACQUISITION OFFICE BE REGISTERED WITH THE CENTRAL CONTRACTOR REGISTRY (CCR) AS OF OCTOBER 1, 2003. AFTER THIS DATE, NO AWARD CAN BE MADE UNLESS THE VENDER IS REGISTERED IN CCR. FOR ADDITIONAL INFORMATION AND TO REGISTER IN CCR PLEASE ACCESS THE FOLLOWING WEB SITE: HTTP://WWW.CCR.GOV.
