Description
CONTRACT INFORMATION: THIS IS A PRE-SOLICITATION NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. This is a pre-solicitation notice for a design/build, set-aside for qualified, certified Service Disabled Veteran-Owned Small Business (SDVOSB), or a n SBA approved SDVOSB Joint Venture (JV). The procurement will be conducted using source selection procedures and the award will be based on the best value to the Government considering price and non-price factors, which are cited in this announcement and the solicitation. Any resulting contract will be firm-fixed priced. This will be a design build contract with a one-step selection process. Offerors are advised that a contract resulting from this solicitation is contingent upon Congressional appropria tion approval. Should Congress not appropriate the funds, the solicitation will be cancelled. If the project is cancelled, all proposal preparation costs will be borne by the offeror. The Davis-Bacon Act will apply. All responders are advised that this project may be canceled or revised at any time during the solicitation, selection, evaluation, negotiation and up to final award. All contractors are advised that they must be registered in CCR and ORCA http://orca.bpn.gov. Joint ventures must also be re gistered in CCR and ORCA as a joint venture. We advise contractors to begin this process when they prepare their proposal in order to ensure this registration is in place should they be selected for the award. Lack of registration in the CCR database wil l make an offeror ineligible for award, (Reference DFAR 252.204-7004, Required Central Contractor Registration). Anticipated NTP: Mid-December 2007 with an approximately 415 calendar-day period of performance. Project Title: Design/Build Railhead Operations Facility (Phase I), Ft. Wainwright, Alaska, UPC: FTW 306. (1) PROJECT INFORMATION: The combined product of Phase I and II will be a new railhead operations facility that will provide additional loading/u nloading spurs, concrete end-ramps, hardstand for marshaling tactical vehicles, a container transfer pad, lightning protection, rail operations building, security fencing, and high-mast lighting for 24-hour operations. Phase I (FTW 306) will consist of co nstructing approximately 3 miles of new track, including a four-spur loading termination. Work will include grubbing and grading and preparation of the railroad bed to Alaska Railroad (AKRR) standards. New track will be installed in accordance with AKRR standards. The project will also include an RFAIT [Radio Frequency and In-Transit] system, which, for Phase I, will consist of a telephone line and a pole. Some Lighting at the spur termination will also be included in Phase I. Period of performance is approximated 415 calendar days. The construction magnitude for the anticipated contract is $5M-$10M. Joint Ventures demonstrating the necessary qualifications will be considered and are encouraged. To be considered a qualified Certified Service Disabled Veteran-Owned Small Business, a firm must meet the criteria of the Federal Acquisition Regulation (FAR) and the Small Business Administration (SBA) for North American Industry Classification System (NAICS) code 237990. (2) SELECTION CRITERIA: Award will be based on a Best Value approach considering non-price evaluation factors: Construction Experience, Past Performance, Technical Solution, Key Team Members, Contractors Proposed and Betterments as well as Price Information. The Government considers the overall non-price rating to be significantly more important than price.
