- QUESTIONS AND RESPONSES To Solicitation No. AG 3151-S-07-0035 Follow-Up Technical Assistance to 390 Conservation Plans This amendment to RFP PR105420/AG-3151-S-07-0035 is issued to provide the following information in response to the questions listed. This Amendment also extends the Due date for receipt of proposals. 1). In Section C.3.3 in the Scope of Work, the RFP states that the review of CPR participant practices be completed within 15 calendar days of notification by the FSA county office. Is it possible to extend this timeline in the event of weather-related issues, (e.g. winter) or to bundle several CRP site visits together within a county? In other words, it will not be cost-effective to make multiple trips to a county to conduct individual CRP site visits, if the work is spread out. USDA RESPONSE: The 15 calendar day is a policy determination and is required by CRP policy. Should there be a natural disaster or other act of God that would delay a participant for more than 15 days a possible waiver could be awarded. However, that waiver would need to be submitted to the FSA National Office Program Manager (PM), and it would be at the PM?s discretion to grant such a waiver. The site visits need to be completed on a timely basis. Payment can not be held up because participant A's waterway was done in week one, but wasn't inspected until week 4 when the contractor inspected his/her bundled site visits. 2). May the offerors propose on any or all of the States and Counties? USDA RESPONSE: Offerors are required to submit proposals on an All or None basis. Offers are NOT being accepted on quantities that are less than the entire list of States as shown in the solicitation. 3). The due date for receipt of proposals has been extended to 3:00 PM EST, Tuesday, August 28, 2007.
