Description
The following questions and answers are provided to potential offerors as Amendment 2 to Special BAA announcement MNK-BAA-07-0005 posted 21 Jul 07. Amendment 1 to the BAA was posted 23 Jul 07. The due date for proposals is unchanged and remains not later than 2:00 PM Central Time, 5 Sep 07, to AFRL/MNK, attention Mr. Mark Fitzgerald and Mr. Chris Slayton. QUESTION 1: Will the Government provide computer workstations for software development/model integration on site or should that be included in the cost proposal? ANSWER 1: The Government will provide some computer support as Government Furnished Property (GFP). [Ref. BAA paragraph C(5).] Computer support includes work station(s) capable of running development/modeling software. The number of contractor personnel that will be offered this GFP is not known at this time and will be determined unilaterally by the Government during contract and task order 0001 evaluations and/or bilaterally during negotiations. The amount of computer support available/offered in support of future task orders after contract award will be determined when those task orders are being negotiated. In accordance with BAA paragraph D(4), potential offerors shall include the cost/value of any (and all) GFP as a separately broken out cost element in their task order cost proposal, to include computer hour rates, computer support as defined above, and Government office space. To further clarify BAA paragraph D(4), the sentence ?The offeror shall also include estimates for the cost/value of any Government Furnished Property (GFP), and all costs expected to be incurred by the Government associated with providing the equipment, facilities and support necessary to meet the Research and Development requirements? is amended to read as follows: ?The offeror shall also include estimates for the cost/value of any Government Furnished Property (GFP), and all costs expected to be incurred by the offeror for any proposed GFP that is subsequently not made available by the Government. The offeror?s cost proposal shall be priced in two ways: the first to utilize ?on-site rates? if proposed GFP is available, and, secondly, priced with ?off-site rates? if proposed GFP in not available.? QUESTION 2: Will the Government provide software licenses to the relevant Mathworks products (Matlab, Simulink, toolboxes, real-time workshop, etc.) and compilers (Fortran, C++, etc.) or should they be included in the cost proposal? ANSWER 2: Similarly to Answer 1 above, offerors should include the cost of software licensing in their task order proposal, including licensing costs for software and compilers proposed as GFP. These costs may be eliminated during task order negotiations if made available as GFP. QUESTION 3: Should a formal cost proposal be provided for Task Order 1 only or should it also include a detailed cost proposal for the entire contract: ANSWER 3: Only Task Order 1 should have a detailed cost proposal and cost summary. QUESTION 4: Is there a minimum font size for graphics? ANSWER 4: Graphics should be legible without the need for enlargement or magnification. The font-size of text embedded in graphics should be a minimum of font-size 8 in Arial or Times New Roman, as opposed to font-size 12 for normal print text such as a Microsoft Word document.
