- The Pre-Solicitation Notice is amended to read: The Defense Threat Reduction Agency (DTRA) Contracting Office, Albuquerque, NM intends to award a single source contract to L-3 Communications, Titan Corporation. A previous notice for sources sought for this requirement was posted Mar 29, 2007 under reference number HDTRA2-08-C-0000. The objective for this nuclear weapons effects (NWE) Test Support contract is to provide for the continued availability of all of the DTRA NWE simulators in support of U.S. Government agency NWE testing and commercial businesses needs. DTRA NWE simulators are currently located at the L-3 Communications Titan Corporations facility in San Leandro, California, and DTRA does not intend to relocate the simulators at government expense. The contractor will be responsible for the economic viability of its simulator operations, and for marketing and contracting of test capabilities to potential customers, in conjunction with performing the tasks described in the Statement of Work (SOW). The draft SOW will be made available to interested parties upon request. DTRA conducts a broad spectrum of specialized test support for DoD nuclear systems survivability programs and the DOE Stockpile Stewardship program. This effort requires operation and maintenance of DTRAs Double-EAGLE (25 kJ, > 3KeV photons over > 300 cm^2 Cold X-rays; 0.2 to 1.2 MeV, 65 krad(Si), 1.2 x 10^12 rad(Si)/s over 100 to 2,000 cm^2 Hot X-rays), Pithon (0.2 to 1.5 MeV, 60 krads(Si) and 1.3 x 10^12 rad(Si)/s over 2000 cm^2, and Modular Bremsstrahlung Source (MBS) (25J, 30 rad(Si), 1 x 1^9 rad(Si)/s over 1,000 cm^2 Normal Warm X-rays; and 53J, 45 rad(Si), 1 x 10^9 rad(Si)/s over 1,000 cm^2 High Fluence Warm X-rays) Simulators. This effort also requires provision of a gamma-ray output capability (5MV, 4.5MeV, 2.0 x 10^3 rad[Si], 4.0 x 10^10 rad[Si]/s over 3,000 cm^2). In addition this effort requires the operation and maintenance of the Simulator Operating System, Data Acquisition System, and DTRA-owned hardware associated with the L-3 Titan Pulserad 1150 simulator. Results derived from these activities shall be captured through comprehensive documentation. DTRA will not pay the contractor for these services. These services will be funded by customer test fees. The contractor shall operate and maintain DTRAs x-ray simulator capabilities to support customer testing. This may include, but is not limited to, providing engineering and scientific support to test customers; assisting in test design, data collection and analysis; performing routine maintenance and repairs on DTRA simulators; maintaining an adequate stock of spare parts and an active inventory control system; keeping detailed configuration control records of changes to simulators; performing upgrades to simulators to meet near-term test customer requirements; maintaining an archive of test data; operating and maintaining the simulator control system and data acquisition system; and facility security and Environmental, Safety and Health (ESH) programs. In exchange for these services the contractor will be permitted to use the above Government Property (GP) to independently enter into and perform separate contracts with federal agencies, defense contractors, and commercial businesses to provide test support, test time, and upgrades. The contractor will be responsible for the economic viability of its simulator operations and marketing and contracting of test capabilities to potential customers. The subject contract action is for services for which the Government intends to solicit and negotiate with only one source (L-3 Communications, Titan Corporation) under the authority of FAR 6.302-1(a)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. Contract award is anticipated for 21 December 2007. This synopsis does not constitute an invitation for bids (IFB) or a request for proposals (RFP) and shall not be construed as a commitment by the government. GPE numbered note 22.
