- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ) No. FA7012-07-T-0052. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-18. The service is for the Bolling AFB playground installation. This is set aside for 100% Small Business. The North American Industry Classification System code (NAICS) is 238990 at a $13 Million size standard. CLIN 0001: Installation of landscape structures playground equipment (equipment is currently on hand at Bolling AFB, DC), QTY: 1 EA, UNIT PRICE: $ _____________, EXTENDED PRICE: $ _____________. CLIN 0002: Excavation of play area approximately 1575 SF with 60 tons of existing soils, QTY: 1 EA, UNIT PRICE: $ _____________, EXTENDED PRICE: $ _____________. CLIN 0003: Border: Furnish and install 160 linear feet of single tier 6 x 6 border with TREX cap, QTY: 1 EA, UNIT PRICE: $ _____________, EXTENDED PRICE: $ _____________. CLIN 0004: Stone Base: Furnish and install 1575 sq ft of compacted stone base with an area of 35 feet by 35 feet, QTY: 1 EA, UNIT PRICE: $ _____________, EXTENDED PRICE: $ _____________. CLIN 0005: Safety Surface: Furnish and install no fault safety surface with 1575 square feet of 2.5 inch depth to include 3/8 inch cap, QTY: 1 EA, UNIT PRICE: $ _____________, EXTENDED PRICE: $ _____________. I. DESCRIPTION OF SERVICES/GENERAL INFORMATION 1.1. Scope of Work. The contractor shall furnish all labor, manpower, tools, equipment, material, supervision and transportation necessary to install playground equipment and safety surfacing at the Youth Center, Bldg 4485, Bolling AFB. 1.2. Requirements. Contractor shall excavate the play area (located adjacent to the School Age Program Wing of Bldg 4485) of approximately 1575 SF and remove approximately 60 tons of existing soil. 1.2.1. Furnish and install no fault safety surface, 1575 sq ft of 2.5 inches depth to include 3/8 inch cap.; color: Blue. 1.2.2. Furnish and install 160 linear feet of single tier 6X6 border with TREX cap 1.2.3. Furnish and install 1575 SF of compacted stone base. Area: 35ft by 45ft. The Contractor will provide, at contractors expense the following service/support: 1.3. Hours of Operation. Installation of the playground referenced above during normal business hours 8:00 am to 5:00 pm. Monday through Friday. Weekend hours shall be made available when requested in advance and in writing. 1.4. SAFETY PROCEDURES. There will be no children present on the playground during the installation. Upon installation, the Wing Safety Representative will inspect the work. The installation and safety surfacing must be in compliance with the Consumer Product Safety Commission (CPSC) Playground Guidelines. 2. SERVICE SUMMARY (SS) None.3. GOVERNMENT-FURISHED PROPERTY AND SERVICES. 3.1. All materials are currently located in the Services Outdoor Recreation Storage Lot approximately one mile from the Youth Center and playground site. Contractor shall move all the materials to the required installation site. Contractor is responsible for complete clean up of the site and removal of any extra materials, parts or debris. INSPECTON AND ACCEPTANCE TERMS: Items shall be priced FOB Destination. Items shall be delivered to: (Bolling AFB Youth Center, 150 Arnold Ave., Bolling AFB, DC 20032). Services/Installation of Playground shall take place no later than September 18, 2007. Supplies/services will be inspected at destination/government, accepted at destination/government. The Government reserves the right to cancel this solicitation, either before or after the closing date. FAR PROVISIONS: The provisions at 52.212-1, Instructions to Offerors-Commercial Items and Provision 52.212-2, Evaluation-Commercial Items applies to this solicitation, specifically the following criteria: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and price is determined most advantageous to the Government. 52.212-3, Offerors Representation and Certifications-Commercial Items are hereby incorporated. Addendum to FAR clause 52.212-1 applies as follows: 52.237-1, 52.252-1, 52.252.5: (b) DFARS (Chapter 2), and 252.225-7000. A site visit will be conducted on 7 Sep 07 at 10:00 a.m. EST at the Youth Center at Bolling AFB, DC. ATTENDEES MUST HAVE CURRENT DRIVERS LICENSE, INSURANCE AND REGISTRATION TO ENTER BASE. Attendees must enter through the south gate at the visitors center. Offerors planning to attend the site visit must provide the names of each representative by facsimile to SrA Kenneth Hawkins at 202-404-7771 or e-mail: kenneth.hawkins@bolling.af.mil no later than 5 Sep 07, 2:00 p.m. est. Each offeror may send up to two (2) representatives. If there are any questions after the site visit regarding this solicitation, they should be submitted IN WRITING (by E-mail or fax) not later than 4:00 p.m. EST, 11 Sep 07 to allow an answer period prior to the proposal due date. (E-mail is the preferred method of communication). Offerors are not required, but strongly encouraged to attend the site visit.
