- CLS FOR C-20 AIRCARFT FLEET Pre-solicitation Notice: This is a Full and Open Competition Acquisition. The Solicitation is scheduled to be released on 31 August 07. The U.S. Air Force through the Oklahoma City Air Logistics Center (OC-ALC) is acquiring contractor logistic services for the U.S. Government C-20 fleet of 21 Gulfstream III, IV, and IVSP aircraft as described in the following beginning 01 October 08. These aircraft belong to the Army, Navy, Marines, and Air Force, and are designated C-20B/C/D/E/G/H. These aircrafts are FAA certified and maintained commercial aircraft modified to meet DoD requirements in various specific configurations, and are powered by Rolls Royce Spey and Tay engines. They are configured to accommodate 12 to 14 passengers and a crew of five. The C-20 aircrafts are located at five Main Operating Base(MOBs): Ramstein AB GE(C-20H/E), Hickam AFB HI(C-20F), Marine Corp Base Hawaii at Kaneohe Bay HI(C-20G), Sigonella Italy(C-20A), and Andrews AFB MD(C-20B/D/E/G). The aircrafts at Ramstein, Hickam, Kaneohe Bay and Navy C-20s at Andrews AFB are supported by full CLS (supply and organizational maintenance). Partial CLS (supply support only) is provided for Air Force C-20s at Andrews AFB and will become full CLS in the year FY11 when the contract for maintenance is expired in 2011. Spare parts and support equipment maintained in the Contractor Operated and Maintenance Base Supply (COMBS) located at each MOB are government-owned. The COMBS at Andrews AFB provides supply support to all the C-20s based at Andrews. In addition to the MOB supply and maintenance support, the new contract will include a requirement for depot maintenance (scheduled and unscheduled) and depot field teams including deployment support worldwide for the C-20 airframe, engine, accessories, and avionics. The depot support shall include all inspections and maintenance required by the Original Equipment Manufacturer (OEM) and the Government (DoD and FAA). The depot maintenance requirement will also include complete airframe paint removal, corrosion control and repaint, as required by the applicable service, as well as security for all C-20 aircraft in depot. The Government requires the contractor to provide a detailed critical path delivery schedule for all aircraft inducted for scheduled depot maintenance. Delivery schedules will also be required for long-term unscheduled depot maintenance. These schedules will be required within minimum times after aircraft induction.
