- Solicitation VA-250-07-IB-0068 is being amended to answer questions from the site visit, include a missing spec section for controls and add the original solicitation issue date of 8-6-2007. All other terms and conditions remain the same, including the bid opening date of September 6, 2007 2:00 PM. EST. DESCRIPTION: The VA Medical Center, 4100 West Third Street, Dayton, OH 45428, has a project, to Replace A/C Unit in building 322. This project includes but is not limited to general construction, mechanical and electrical work, painting, controls and necessary removal of existing construction and certain other items as required. Estimated construction cost range is between $100,000.00 and $250,000.00. SET-ASIDE INFORMATION: This solicitation will be issued pursuant to the authority of FAR 19.14, Public Law 109-461 and the Veterans Benefits Healthcare and Information Technology Act of 2006 and is a 100% Set-Aside for Service-Disabled Veteran-Owned Small Business (SDVOSB). The definition of a SDVOSB is one or more Service Disabled Veterans own 51% or more of the firm and manage and control the daily operations of the firm. The firm must be small under relevant North American Industrial Classification Standard (NAICS) code and THE FIRM MUST be registered and be verified in the following websites:http://www.vip.vetbiz.gov, http://www.ccr.gov and https://orca.bpn.gov to be eligible for award. Offerors MUST ensure your registrations in these websites are correct, current, accurate and has not expired. The Contracting Officer is not responsible for this information. JOINT VENTURE INFORMATION FOR SDVOSB FIRMS: The Contracting Officer is not responsible for Joint Ventures. To qualify as a joint venture under the SDVOSB program, each party to the joint venture must be a small business and one of the parties, the managing participant must be an SDVOSB. Further determination of whether or not the joint venture as an entity, qualifies as a small business depends on the dollar value of the proposed contract. The NAICS code for this project is 238220 (Specialty Trade Contractors) and the small business size standard is $13 Million. BOND INFORMATION: Bid Bonds and Payment and Performance Bonds will be required. OBTAINING SOLICITATION MATERIAL: These documents will not be posted on FedBizOpps. These documents should be available in hard copy, on or about July 16, 2007 and there is a non-refundable charge of $25.00 for each copy requested. Payments must be in the form of a Money Order or Cashier's Check, made out to the Agent Cashier. A ONE-TIME SITE VISIT WILL BE SCHEDULED AND THAT INFORMATION WILL BE IN THE SOLICITATION PACKAGE. DUE TO SECURITY REQUIREMENTS, ALL SITE VISIT ATTENDEES WILL HAVE TO PRE-REGISTER IN ORDER TO ATTEND. SOLICITATION AMENDMENTS: Failure to attend the site visit shall not relieve the successful Offeror from compliance with all specifications, drawings, terms and conditions of resultant contract. Amendments to the solicitation will be posted at http://www.fedbizopps.gov. Paper copies of the amendments will NOT be individually mailed. By registering to "Receive Notification", you will be notified by e-mail of any new amendments that have been issued and posted. No other notification of amendments will be provided.
