- In accordance with simplified acquisition procedures the National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Hormonal and Reproductive Epidemiology Branch (HREB) plans to procure on a sole source basis with University Hospital of Lund, Getingevagen 4, Lund, Sakane, Sweden 222 41 to measure H. pylori, H. pullorum, H. bilis, and H. hepaticus in 680 serum samples from the Shanghai Biliary Tract Cancer Study. The Shanghai Biliary Tract Cancer Study was conducted to investigate risk factors for biliary tract cancer. Infection of the biliary tract has been suspected to be a possible risk factor for biliary tract cancer. Molecular studies have shown that H. species (H. hepaticus, H. bilis, and H. pullorum) DNA can be detected in gallbladder and bile duct tumor tissue, suggesting a possible role of these bacteria in the etiology of biliary carcinogenesis. However, investigation of the Helicobacter hypothesis, especially that of the H. species, is hampered by the lack of specific assays to detect antibodies to H. species. This is due largely to the potential cross-reactivity in assays of H. pylori and H. species and to a relatively high prevalence of H. pylori infection (>50%) in most populations. The contractor will perform the following tasks: 1) They shall measure H. pylori, H. pullorum, H. bilis, and H. hepaticus in 680 serum samples; 2) H. hepaticus, H. bilis, H. pullorum, and H. pylori shall be measured using enzyme-linked immunosorbent assays (ELISA), using methods that have been adapted from those reported in the recent publication by Vorobjova et al (4) and developed at Dr. Wadstrom's laboratory; and 3) Samples should be assayed in the order provided by NCI. University Hospital of Lund is the only vendor known to the HREB that is currently measuring all three H. species, namely H. pullorum, H. bilis, and H. hepaticus. This is not a solicitation for competitive quotations. However, if any interested party believes it can provide the above service, without introducing new variables into an ongoing research experiments it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. An original and one copy of the capability statements must be received in the contracting office by 1:00 p.m. EDT, on September 5, 2007. Faxed and emailed capability statements are NOT authorized. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
