- The National Cancer Institute (NCI) Division of Cancer Epidemiology and Genetics (DCEG) plans to procure on a sole source basis, in accordance with 13.106-(b)(1), consultative/monitoring services regarding the NCI study, Scientific Protocol for the study of Thyroid Cancer and Other Thyroid Diseases in Belarus following the Chornobyl Accident, with Dr Olga Polyanskaya of Minsk, Belarus. The North American Industry Classification System code is 541380 and the business size standard is $11M. The purpose of this procurement is to provide on-site support regarding the NCI US-Belarus study. Contractor requirements include: 1) Attend local scientific conferences on thyroid cancer related topics and provide NCI staff with pertinent information by phone, fax or in writing; 2) Serve as a translator/interpreter between English speaking and local individuals for various technical and business conferences and scientific meetings that are considered appropriate and are approved by the Project Officer; 3) Maintain professional and personal contacts within the various agencies in Minsk and Gomel to remain informed on current local issues; 4) Assist the local Project leadership by interpreting instructions from the NCI, requirements and directions based on intimate knowledge, and understanding, and familiarity with NCI procedures and regulations and; 5) Provide the Project Officer and/or visiting team members with scientific and background information on topics relevant to site visit meetings which will be held in Belarus and attended by NCI representatives. The contractor shall be required to travel to Gomel, Belarus to report on the progress of the activities of this procurement which shall be made in the framework of meetings organized by NCI and attended by US and Belarusian experts The contractor shall possess in-depth knowledge of the health organizations in Belarus and have an established network of professional contacts in academia and government. In addition, the contractor shall have the scientific expertise in Chornobyl health and environmental issues which are imperative for continued success of the study. The individual must reside in Belarus and provide a constant presence that is required for administrative and scientific needs as they arise daily. Period of Performance shall be for twelve (12) months upon date of award with two (2) option periods. One (1) award shall be made. Dr. Olga Polyanskaya is the only source known to the NCI that has the scientific skills, knowledge and a local residence to continue with the Cooperative Chornobyl Study. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party has the capabilities, resources and personnel to perform the requirement. Capability statements must be received in the contracting office by 1:00 PM EDT, September 7, 2007. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. In order to receive an award, contractors must be registered in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA).
