Description
000HJAA4-2007-44825 The Centers for Disease Control and Prevention (CDC), National Centers for Environmental Health (NCEH) and the Agency for Toxic Substance and Disease Registry (ATSDR) intends to award, on a sole source basis, a purchase order to the Deaf Wellness Center, University of Rochester Medical Center (Strong Memorial Hosptial), 300 Crittenden Blvd., Rochester, NY 14642, as it is believed that the University of Rochester Deaf Wellness Center possesses unique qualifications and demonstrates a unique capability to provide the following services: PROJECT TITLE: Development of NCEH/ ATSDR Multimedia Health Communication Products in American Sign Language PURPOSE To address the issues and better meet the health information needs of persons who are deaf or hard of hearing, NCEH/ATSDR intends to produce multimedia health communication products in American Sign Language (ASL). So that accessibility and user friendliness can be maximized for the intended audience, and so that English literacy potentially can be improved, these ASL products will be designed such that they include user-adjustable voiceover and user-optional captioning in English. DESCRIPTION OF WORK For this first phase of the project, the vendor will use health information from NCEH/ATSDR source documents to create six multimedia ASL products, each covering a different topic and drawing from the learning points identified in the corresponding source document. The six source documents to be used to create the products are as follows: Asthma -- http://www.cdc.gov/asthma/faqs.htm Sheltering in place during a chemical emergency -- http://www.bt.cdc.gov/planning/shelteringfacts.asp Dirty bomb -- http://www.bt.cdc.gov/firsthours/pdf/live_read_dirtybomb.pdf Facts About Chlorine -- http://www.bt.cdc.gov/agent/chlorine/basics/facts.asp General information about lead poisoning -- http://www.cdc.gov/nceh/lead/faq/about.htm Chemical agent briefing sheet on mercury -- http://www.atsdr.cdc.gov/cabs/mercury/index.html The vendor will deliver the multimedia products in a format that can be downloaded from the CDC website and distributed on DVD. Additionally, the vendor will have each product reviewed by an expert panel convened by the vendor. Last, the vendor will produce a project report for CDC that includes the results of the expert panel reviews. DELIVERABLES The vendor will be required to: Analyze source material to identify learning points Develop and produce English film scripts in dialog format with Deaf cultural adaptations Create ASL gloss scripts for deaf actors Film ASL Back-translate ASL to English Create vocal scripts to be used for voiceover; record voiceover Create scripts for captioning, identifying any variations from voiceover Add captions, editing as necessary Have products reviewed by expert panel Write project report Deliver project report and web- and DVD-ready products to CDC The vendor will provide the following deliverables to the Project Officer: List of learning points identified in each document English film scripts with Deaf cultural adaptations ASL gloss scripts to be used by deaf actors ASL films Back-translations of ASL to English Vocal scripts to be used for voiceover Voiceover recordings Scripts for captioning Final multimedia products and project report PERIOD OF PERFORMANCE 12 Months from the date of award of a U.S. Government Purchase Order / Contract The authority for this sole source procurement is FAR part 6.302-1. This is not a request for competitive proposals and no solicitation is available. Firms that believe they can provide the required services are encouraged to identify themselves and give written notification to the Contracting Officer within 10 days from the publication date of this synopsis. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
