Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is M20001-07-R-0001 and is being issued as a Request for Proposal (RFP); the resulting purchase order shall be Firm-Fixed Price (FFP) order. This solicitation document and its incorporated provisions and clauses are those that are in effect through Federal Acquisition Circular (FAC) 05-18. This solicitation is unrestricted as to business size. The following contract line item (CLIN) is required: LINE ITEM 0001: Non-Personal Services. Mission Assurance Law Enforcement Agency Liaison Analyst for the US Marine Forces Command Information Fusion Support to Mission Assurance and Anti-terrorism/Force Protection. The following PERFORMANCE WORK STATEMENT is provided: 1.0 OBJECTIVE. To obtain contractor services for Commander, United States Marine Corps Forces Command (MARFORCOM) for a Senior Mission Assurance Law Enforcement Agency Liaison Analyst responsible for the acquisition, analysis, and dissemination of domestic threat information related to the Commander?s Critical Information Requirements (CCIR). 2.0 STATEMENT OF NEED. 2.1 As a Combatant Command Service Component, COMMARFORCOM, through the G3/5/7, coordinates with US Joint Forces Command (JFCOM), other Combatant Commands and Joint Task Forces (JTF), DoD agencies, USMC Service Commands and Headquarters, as well as local, state and federal law enforcement agencies (LEA) in order to (IOT) provide those protections and comply with the USMC MA Program. 2.2 Mission accomplishment requires the assimilation, analysis, processing and dissemination of information to ensure the Mission Assurance of MARFORCOM/MARCORBASESLANT supporting com mands and facilities in the MARFORCOM AOR. Development of appropriate threat assessments and distribution of domestic threat information is required to ensure mission execution. MARFORCOM G3/5/7 will establish an Information Fusion Cell to support the threat awareness needs of the MARFORCOM/MARCORBASESLANT MA program. MARFORCOM G2 and G3/5/7 MA sections have an immediate need for a senior analyst who will conduct liaison with the above entities and analysis of the information they provide IOT assimilate, analyze, process and disseminate threat information in support of (ISO) mission execution. 2.3 This position will reside within the MA Section of the MARFORCOM G-3/5/7 Current Operations, 1775 Forrestal Drive, Norfolk, VA 23551-2596. 2.4 This is considered to be a Key Personnel position. Key personnel may not be removed without express approval of the Contracting Officer Representative (COR) designated by MARFORCOM. The contractor shall submit a request to the COR for approval to make changes or removal of key personnel. The COR will submit a copy of the request along with a determination of its impact to the Contracting Officer. 3.0 SCOPE. Provide MA information analysis, reporting expertise, and administrative services to MARFORCOM to effectively analyze, process and disseminate information regarding existing and emerging threats in the MARFORCOM AOR. Provide Senior MA Analyst and Threat Assessment expertise working with MARFORCOM G2 as part of the Information Fusion Cell in direct Support of the MARFORCOM MA Program. Develop and implement plans, requirements, systems and processes necessary to ensure effective mission assurance to MARFORCOM, HQMC, Geographic Combatant Command (GCC), and DoD program requirements. 4.0 TASKS. Assimilate, analyze, process, and disseminate the following for the MARFORCOM MA Information Fusion Cell to support the MARFORCOM/MARCORBASESLANT mission. 4.1 Develop and implement a Threat Assessment program for MARFORCOM considering its missions and capabilities ISO COMMARFORCOM, GCCs, Ma rine Corps Installations, East (MCIEAST), and Supporting Commands in a ccordance with (IAW) DoD, and HQMC program guidance. 4.2 Coordinate with MARFORCOM G2 ISO the MA program. 4.3 Coordinate the development, staffing, and dissemination of MARFORCOM?s annual Threat Assessment. 4.4 Coordinate the sharing of routine domestic threat information from local Law Enforcement Agencies (LEA) and service as well as National Agencies (e.g., NCIS, AFOIS, FBI) with the MARFORCOM Mission Assurance Cell. 4.5 Coordinate time-sensitive threat awareness information ISO Commander MARFORCOM, MARFORCOM staff, Supporting Commands and Facilities. Ensure timely dissemination of threat information that identifies potential threats to the MARFORCOM AOR. 4.6 Develop products ISO MARFORCOM MA efforts, through acquisition, analysis, and fusion of available DoD and other agency information as part of the MA Information Fusion Cell. 4.7 Provide briefings to COMMARFORCOM and staff ISO MARFORCOM MA efforts. Ensure current domestic threat information is available to support the Operational Risk Management (ORM) aspects of determining force protection conditions. 4.8 Assimilate, analyze, and disseminate the necessary domestic threat information products to support MARFORCOM vulnerability assessments. 4.9 Assimilate, analyze, research, and disseminate domestic Weapons of Mass Destruction (WMD) threat information in support of the MARFORCOM MA program. 4.10 Coordinate with local, state, and federal LEAs to ensure quality and timely sharing of domestic threat information ISO MARFORCOM mission, as directed. 4.11 Disseminate information from local, state, and federal LEAs through the Information Fusion Cell to appropriate MA staff for dissemination to supporting commands IAW EO, DoD, Service, and Combatant Command(s) plans, policies and directives. 4.12 Review daily information reports, advisories, and summaries from GCCs, Department of Homeland Security (DHS), DIA, FBI, NCIS, and other local, state, or federal LEAs and disseminate information pertinen t to the MARCORBASESLANT AOR. 4.13 Provide threat info assimilation, a nalysis, and reporting ISO MARFORCOM MA exercises, Blue Dart contingencies, destructive weather, and man-made or natural disasters. 4.14 Ensure requests for information (IFR) are properly researched and forwarded to the appropriate organization. 4.15 Coordinate with MARFORCOM G2 regarding foreign intelligence collection, production, and dissemination requirements in support of the MARFORCOM MA Program. 4.16 Participate in Crisis Action/Information Fusion Working Groups (as required). 4.17 Participate in MARFORCOM Antiterrorism Program Reviews of Supporting Commands, Sites, Facilities or Installations (as required). 4.18 Develop points of contact (POC) and conduct liaison with local, state and federal LEAs and other DoD/Government agencies to facilitate receipt of MA information necessary to inform and advise COMMARFORCOM and Staff. 4.19 Participate in required Intelligence Oversight inspections by HQMC and participate in annual Intelligence Oversight refresher training. 4.20 Possess a thorough knowledge and understanding of current laws and regulations pertaining to Intelligence Oversight. 5.0 DELIVERABLES. 5.1 ADMINISTRATION. Develop, coordinate and organize a MARFORCOM/ MARCORBASESLANT Mission Assurance Information Fusion Cell. Draft policy, process, charter documents to identify and coordinate program requirements. 5.2 REPORTS. 5.2.1 Assimilate, analyze, and fuse appropriate time-critical threat information for distribution to MARFORCOM Commander, Staff, and Supporting Commands IOT support force protection efforts of MARFORCOM installations and operating forces throughout the MARFORCOM AOR. 5.2.2 Prepare and staff for review the MARFORCOM annual threat assessment, including threat information from GCCs, DoD agencies, NCIS, FBI, HQMC Intelligence Watch, Supporting Commands, and other appropriate agencies. 5.2.3 Prepare an annual review of incident reports for MARFORCOM Supporting Commands, and subordinate elements, incorporating the results of these reviews in the annual MARFORCOM Threat Assessment. 5.2.4 As p art of the MA Information Fusion Cell, coordinate the preparation of domestic threat products ISO program Threat Working Groups (TWG). 5.2.5 ICW the FBI, prepare products pertaining to domestic WMD. 5.2.6 ICW the G3/5/7 CBRNE Officer, prepare CBRNE related products ISO the MARFORCOM MA program. 5.2.7 Receive information from Information Fusion Cell IOT develop products ISO program TWGs. 5.2.8 Maintain a status report of all RFIs ISO MARFORCOM and Supporting Command MA requirements. 5.3 Meetings. 5.3.1 Attend MARFORCOM MA meetings, working groups, conferences, training, and Video Teleconferences as directed in support of MARFORCOM MA efforts. 5.3.2 Attend GCC, HQMC, and other regional and local conferences, committees, working pertaining to mission assurance and Antiterrorism/Force Protection (ATFP), as required. 5.3.3 Chair monthly MARFORCOM/MARCORBASESLANT MA Information Fusion Cell meetings. 5.4 Briefings. The contractor shall be responsible for the following: 5.4.1 MA Inf ormation Fusion Cell briefings to MARFORCOM G2 and Command Staff (as required). 5.4.2 Commander?s Operations/MA threat Briefs (as required). 5.4.3 Commander's Morning Situational Awareness briefs. 5.4.4 Commander's Threat Briefs (as required). 5.4.5 GCC, HQMC, MARFORCOM/MARCORBASESLANT, MCIEAST, and II MEF MA Information Briefs (as required). 5.5 Other Reporting Requirements. The contractor shall bring problems or potential problems affecting performance to the attention of the On-site Task Manager (OTM) and the Contracting Officer as needed. Verbal reports shall be followed with written reports when directed by the OTM or Contracting Officer. 5.6 Delivery Instructions. All deliverables shall be delivered to the OTM no later than the date specified in the SOW. Deliverables are to be transmitted with a cover letter, on the prime contractor?s letterhead, describing the contents. 6.0 PERIOD OF PERFORMANCE. Period of Performance shall be 1 year from date of contract award and s hall not exceed 30 September 2008. 7.0. GOVERNMENT FURNISHED PROPERTY AND SERVICES. 7.1. The on-site contractor shall be provided a work desk with file cabinets, classified computer access and access to unclassified computer, telephone with both classified and unclassified access and access to unclassified and classified copier and fax machines. 7.2 The on-site contractor shall be provided all supporting software required to perform appointed duties. 7.3 Applicable regulations, manuals, texts, briefs and other materials associated with this task order and the hardware/software noted throughout this SOW. 7.4 Initial familiarization/orientation will be provided on site. 7.5 The on-site contractor will receive web-based annual Antiterrorism Level I training. 7.6 Any and all training required to fill this requirement will be incurred by the contracted company and not reimbursable by the US government. 8.0 SECURITY. 8.1 Prior to initiating any work requiring access to classified information, the contractor will provide a copy of the existing DD254 to the MARFORCOM Special Security Officer for review and a determination if modification is necessary. The contractor shall follow security guidance as set forth in DD Form 254. The contractor?s on-site personnel must be eligible for TOP SECRET/Sensitive Compartmentalized Information (SCI). 8.2 MARFORCOM shall also provide or coordinate the acquisition of Restricted Area Badges to MARFORCOM headquarters buildings as required. When necessary, MARFORCOM will coordinate Restricted Area access to other commands. Furthermore, access to other locations will be provided upon request for support of this contract. 9.0 PLACE OF PERFORMANCE: Work is to be performed at HQ MARFORCOM facilities in Norfolk, Virginia in designated MARFORCOM G3/5/7 and G2 spaces at MARFORCOM Headquarters, 1775 Forrestal Drive, Norfolk, VA 23551-2596. The normal working hours are 7:30 a.m. to 4:30 p.m. with a one-hour lunch break. The contractor shall obtain advance approval to deviate from this schedule by the On-Site OTM. Initially, limited workspace within MARFORCOM facilit ies may require the contractor to perform functions within secure areas at HQ MARFORCOM. 10.0 TRAVEL. Performance of this task order will require travel to all MARFORCOM Supporting Commands and installations, and other locations throughout the Continental United States (CONUS). The OTM must approve travel necessary to accomplish required tasks in advance. All travel will be performed on a reimbursable basis in accordance with Joint Travel Regulation rates. A trip report will be provided to the MARFORCOM Current Operations Director, or designee within five (5) working days after completion of travel. 11.0 CONTRACTOR PERSONNEL REQUIREMENTS. 11.1 The individual assigned to the task order shall meet the technical qualifications of: 11.1.1 BA/BS and/or MA degree in a related field preferred. Experience in or familiarity with Department of Defense, Department of Homeland Security, Service, or Law Enforcement intelligence activities required. 10 years minimum experience in assimila tion, analysis, and reporting of intelligence, counterintelligence, and/or law enforcement information preferred; familiarity with intelligence assimilation, analysis, and production in support of Mission Assurance, Anti-terrorism and Force protection programs is required. Knowledge of Law Enforcement efforts, and Counterintelligence programs that provide Force Protection for CONUS DoD organizations desired. Requires demonstrated analytical and analyst supervisory experience. 11.1.2 Possession of knowledge of the overall mission, organization, functions, and tactical operations of the U.S. Marine Corps, to include an understanding of the Service component?s roles and responsibilities for planning and execution is highly desirable. The incumbent must be able to interpret, synchronize, and disseminate large amounts of information related to the DoD/Combatant Command/Service Intelligence Programs. Coordinate threat information support to Mission Assurance, Antiterrorism/ Force Protection programs, conduct and supervise intelligence analysis, rel ated training programs, threat assessment programs, exercise assimilation management requirements, and other mission essential strategies and plans which could significantly impact the overall information support to the MARFORCOM Mission Assurance program. 11.1.3 Desired experience in database applications, to include basic communications management skills, developing reports from classified and unclassified information systems, and entering information through Internet interfaces. Must possess communication skills, both oral and written, to develop and deliver clear and cogent papers and briefings. 12.0 PRIVACY ACT. Work on this project may require that personnel have access to Privacy Information. Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations. END OF PERFORMANCE WORK STATEMENT. All proposals shall be reviewed in their entirity and source selection is anticipated to conclude on or about 13 September 2007. Discussions, if required, are tentatively scheduled to be concluded by 17 September 2007 with final proposal review and award selection to be made by 19 September 2007. The tentative performance start date for this position is 27 September 2007. In addition to addressing the requirements of the Performance Work Statement within their proposal, contractors shall also provide a detailed cost breakdown consisting (at a minimum) of Labor expenses, Other Direct Costs, Equipment, Materials and Supplies, Subcontractor Effort (if required), and Fee/Profit . The Government will award the contract resulting from this solicitat ion to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, pricing and other factors considered. All other evaluation factors other than cost or price, when combined, are approximately equal to cost or price. Registration with the Central Contractor Registration (CCR) is mandatory in accordance with DFARS 252.204-7004.
