- Scope of Work: The Contractor shall furnish a Compact Fender Timber Cut-Off Saw designed to square cut each end off of a 12 long oak timber, 12.5 square. Saw is to be electric powered, portable, fitted with axles, tires, and pintle hitch with an o ut-feed table configurable for removal and install with pin connections and quick-disconnects for hydraulic, air, or electrical power. Unit is to be furnished complete with all controls and cable with plug for connection to Station electrical power. Timber is to be loaded onto the in-feed table and removed from the out-feed with a Bobcat type skid steer loader. Unit is to be operated with one person at a control station without leaving the station to perform any work associated with production. Unit is to be designed to withstand the rough handling associated with loading with a forklift/bobcat. GENERAL: Start/Completion Dates: The Contractor shall begin work within 10 days after receipt of the purchase order. The Cut-Off Saw shall be inspected by the Technical Representative upon delivery. The Fender Timber Cut-Off Saw cutting system shall be delivered t o St. Marys Falls Canal, Poe Lock. Delivery will be 120 days after receipt of award. 1.1 Delivery: The Soo Area Office is located on the St. Marys River, 312 W. Portage Street, Sault Ste. Marie, Michigan, 49783. When the Cut-Off Saw is to be delivered to St. Marys Falls Canal, Poe Lock, the Government will have a 5 ton forklift and a 70-ton crane available to unload the machine if shipped by truck and the contractor makes prior arrangements with the Technical Representative. The contractor shall notify the Technical Representative, Al Spencer, at (906) 635-3023 at least 48 hours prior to the proposed delivery date. 1.2 Corps of Engineers Inspection: Corps of Engineers technical representative shall be allowed to inspect the progress of any portion of this project at the Contractors work site. The completed saw will be inspected and approved by the Governments Techn ical Representative, John Willette, within 30 days of arrival at the Soo Area Office. 1.3 Technical Representative: All technical questions regarding this contract shall be directed to Edward C. Hallquist 906-635-3477, email Edward.C.Hallquist@lre02.usace.army.mil. All other questions shall be directed to the Contracting Officer designat ed in the contract. 1.4 Safety: The Contractor shall complete all work in accordance with the U.S. Army Corps of Engineers Safety and Health Requirements Manual, EM 385-1-1, and all applicable Federal, State, and local laws, codes and regulations. 2. DRAWINGS: 2.1 Contract Drawings: No contract drawings are provided. 2.2 Installation Drawings: Provide machine installation drawings and specifications within 10 days of contract award. These drawings and specifications will be utilized by the Government in preparing use areas for the saw within the facility. 3. FENDER TIMBER CUT-OFF SAWSYSTEM SPECIFICATIONS: Cutting Capacity: ------------------------------------------------- 12.5 X 12.5 Square Oak Timber System Power ------------------------------------------------------ 20 HP, Three Phase, 480 volt, minimum power for saw blade. In-feed System/Out-feed System ------------------------------ Hydraulic/Air Powered, Driven Rollers. In-feed System Capacity ---------------------------------------- Roller In-Feed, 12 feet long. Out-feed System --------------------------------------------------- Roller out-feed, 12 feet long. Hydraulic/Air operated Dogs to set cut-off length to 12. Saw -------------------------------------------------------------------- Circular Saw, 30 minimum diameter with insert teeth. Saw may have to be larger depending on design. Tooth count is to be coordinated with SFM of saw to produce a smooth cut. Saw Table ------------------------------------------------------------ Fitted with air/hydraulic powered dogs to secur e Cant to Back Bed while cutting off. Size is to be vendor determined. Saw Drive ------------------------------------------------------------ Electric Motor driven with pulleys, belts and shafts as needed. Saw Speed ----------------------------------------------------------- 9000 SFM Portable --------------------------------------------------------------- Mounted on wheels, road able as a trailer, torsion axle/axles, pintle hitch. Compressed Hydraulic/Air System ------------------------------- System is to be driven by 3 phase, 480 volt motor, sufficient for the saw functions, minimally 5 hp or larger hydraulic accumulators/air compressor with fluid/air storage to provide for smoot h operation. No more than 5 seconds is to be taken from start to completion of cut-off operation. Width ------------------------------------------------------------------ Overall width is not to exceed 8 at any time or status of assembly. Length: --------------------------------------------------------------- Not to exceed 21 long. 4. FEATURES AND SPECIFICATIONS OF THE FENDER TIMBER CUT-OFF SAW ? System Is To Be Turnkey, Complete, complete with power cable and plug for connection to the Stations power distribution system. The electrical cabling is to be terminated as noted below for connection to the Stations electrical grid. ? Saw Table Is To Be Designed To Handle Size and Weight Of a 12.5 X 12.5 Oak, as sawn moisture content, 12.5 long, placed onto the in-feed table with a bobcat with forks. ? Table and in-feed and out-feed systems are to be fitted with back fences and dogs to secure the cant to a back fence on the in-feed and on the out-feed side of the saw while the cant is being cut-off. ? Feed roller design and spacing: Roller design and spacing is to be designed so that feed occurs at any point in the system without hesitation when power is applied. Spacing is to also be adequate to allow forklift loading of cants to and from the syst em. ? In-feed and out-feed tables are to be designed to move the cant with chain driven rollers of a minimum diameter of 4. Power for rollers is to be Hydraulic/air. ? Clearance between the top of rollers and first obstruction to a fork of a fork-lift used to move the cants onto and from the feed rollers is to be a minimum of 4 inches or that required for convenient loading/unloading. ? In-feed and out-feed segments are to be level with each other and square to the saw. Cuts are to be square within 1/32 determined utilizing a 12 machinist grade square with feeler gauges. This will be determined with the saw set up and leveled on a flat concrete surface. ? In-feed side of the system is to provide for an air/hydraulic controlled, operator set, hydraulic stop to set a trim length of 2 on the in-feed side of the saw to trim the cant. ? Out feed side is to be fitted with a retractable dog at 12 from the saw face to set a cut-off length for a cant of 12. The out-feed rollers is to bring the cant into the cut-off dog and the dog is to stop the cant. ? The saw table is to provide a 2 clearance each side of the blade for a bobcat forklift handling area. This is to allow cants to be loaded onto and from the feed tables with 2 between the butt of the timber and the saw blade. ? The out-feed table is to be designed to disconnected and installed with a bob-cat & forks from the saw table. The out-feed table is to pin connect to the table and, as necessary, braced back to the trailer and with a jack adjustable stand onto the grou nd. The dismounted out-feed table is to be designed for mounting on the trailer as a module with quick-disconnects for the power system driving the out-feed rollers, controls, and various dogs. ? Assembled System length is not to exceed 35. ? Single point operators stand shall provide for operation of the saw blade, start, run, and stop, cut function of the saw blade, operation of the in-feed rollers, position ing dogs, out-feed roller system, and cut-length dog. ? Saw controls are to secure the saw so to prevent the saws advance into the cut unless the fence dogs are holding the cant firm against the fence. This feature is to be designed so that the operator can switch on and off this feature. ? Saw Drive Motor is to be of the TEFC type, minimum of 20 hp, 3 phase, 1740 RPM. ? Power for the dogs, in-feed and out-feed rollers, and other controls is to be provided by a separate drive system, Auxiliary Power System, from the prime saw power. The system may be electric, hydraulic, air or equivalent system. ? System trailer is to be fitted with torsion axles. Trailer hitch is to be a pintle hitch. Trailer is to be decked as necessary to provide a safe work platform. Trailer is to be constructed so that when it is jacked up there is no visible deflection of the trailer frame. ? The trailer is to have a mounting frame for storage of the out-feed table on the trailer. The system is to be designed for ease of storing, securing, and removing the table from the trailer with a bob-cat fitted with forks. This is to be a one-person o peration. ? System is to be delivered with hand screw jacks to lift saw frame off of transport tires and level in place. Hand screw jacks will be utilized to square the out-feed table to the in-feed table. ? System is to be furnished with 4 lift rings, trailer mounted, to lift and move the system with a crane. Out-feed section is to be fitted with forklift pockets to provide for its movement. ? Saw and table area is to be housed in a manner that the blade is fully protected when in the retracted position. The blade is to housed in the cut area while the cut is being executed with the area caged to prevent flying debris from the saw blade and to exclude personnel appendages from the saw blade area. 5. SUPPLY SYSTEM WITH THE FOLLOWING EQUIPMENT: ? Operators Manual, Service Manual, And Parts Manual. All system components are to be included, for example, saw bearings, shafting sizes and type, saw flanges, saw retaining nuts and shaft thread, motors, control system power system, axle for trailer, e tc. The system will be maintained in house and this information is necessary for the effort. ? Drawings of the system are required. Clean and clear hand sketches are adequate, of the system with dimensions. ? Furnish one Replacement Saw Blade. ? Furnish two sets of replacement insert teeth ? Furnish one set of tools for handling and replacing insert teeth. 6. ELECTRICAL REQURIEMENTS: Machine is to be wired for 440/480 volts three phase input. The Station has a 3 phase Y un-grounded electrical system. From this system all other voltages are to be extracted via transformers etc. Electrical panels are to be designed for exposed location, NEMA 3, rain-tight enclosure. Furnish a cable for connection to the Stations power grid 35 in length. Cabling including connection to stations power grid is to be, hard service cord., equal to North Flex TYPE SOOW, CSA Number is: CSALL-9993-50 C., FT-1P-123-103-MSHA-600 Volt. This is a mining service cable capable of -50 degrees C. A single connection to the Stations Power Grid will be furnished. The electrical system is to be complete with motor overloads, controls, start-stop safety switches, power cord with plug. Plug for connection to station electrical shall be Appleton No. AC T6033BC or equal. 7. FINISHED SURFACES: Coatings: Saw will be finished with a two part epoxy. All surfaces are to be so finished, weather visible or not. Interiors of sealed tubes or other shapes do not require coating. The interior of all guarding is to be coated, all sides. Structural components, roller ends, cylinder barrels and heads, and exposed bearings housings are to be cleaned as specified, and coated. Roller faces are to be smooth with mill scale removed, oil/preservative finish. S urfaces are to be cleaned to SSPC-SP2 and coated with a Sherwin Willams system of Macropoxy 646 Epoxy Primer, second coat of Tile-Clad HS, and a third coat of Tile-Clad HS, OR a Sherwin Williams primer of Waterbased Tile-clad Primer, second coat of Waterb ased Tile-Clad Epoxy Finish, and a third coat of Waterbased Tile-Clad Epoxy Finish. Finish color is to Machinery Blue. Submit color sample for approval prior to shooting finish coats. The structure and surfaces of the shear shall be protected with packing materials sufficient to protect the finished surfaces during transportation and for storage at the Governments machine shop. Shipping containers for spares are to be designed in a rob ust manner for forklift or crane handling so that damage to the machine is precluded. 8. Workmanship: All welded surfaces are to be smooth without weld spatter or undercutting. Edges will be rounded and burr free, then painted. Intersecting structural steel components are to be flushed off. Welding: Welds are to be the quality of AWS D1.1, as appropriate, certified welders are not required. Shafting, Bearings, Drives, System Assembly and Alignment: System assembly of individual components is to result in a smooth running system that demonstrates a noise level consistent with a well aligned assembly. Alignment and adjustment of drives and dr ive components are to be such that the work is incompliance with manufactures recommendations. Conduit, Hydraulic/air Hose, Control Cabling: Installation is to result in a neat appearance with proper bending radius utilized throughout. Attachment to structural support in a frequency and manner to assure that these elements are not inadvertently da maged. That these elements are provided with guarding as necessary to preclude safety problems or damage. 9. System Demonstration and Start-up Services: a. Upon notification by the Government the vendor is to provide a person for 4 hours to perform startup, demonstration, and training in the system to Government personnel. Government operators experienced with forklifts will load the system with Governm ent furnished oak cants. This demonstration and start-up will be performed at the time of the acceptance inspection to assure the Government does not mis-use the system while conducting inspections which require familiarity with the system. b. Following a period of operation, within one year of acceptance, the vendor will provide a technician to inspect the system and adjust all systems to assure alignments are correct of all mechanical systems and properly adjusted, as required. 10. SYSTEM ACCEPTANCE: System will be operated and evaluated prior to acceptance. a. Safe operation: Proper guarding of the saw blade: Subjective evaluation will be made: It will be based on operators exposure to rotating elements of the system and possibility of debris being ejected through the guarding. In-feed and out-feed system: System will be inspected for guarding to minimize exposure to rolling elements. Electrical Acceptance: System will be inspected for proper grounding and phase rotation, sizing of panels, and controls. Electrical Shop personnel will conduct inspection. Contact is Jim Collins, 906-635-3449 Equipment: Coatings and Finish: Coatings will be inspected for complete coverage, coating thickness in accordance with manufactures specifications, pinholes in coating, and adhesion. Electrical Cabling: Conformance to specifications. Drive for Saw: Sizing for pulleys and belts. Saw Blade: Insert tooth type blade, produces a smooth cut. Auxiliary Power System: System will be tested to demonstrate its ability to handle the functions assigned to it and that it is located on the trailer in a manner that is convenient to operate and maintain. Access by Fork Lift/Bobcat to In-feed and Out-feed rollers: Timbers will be loaded onto the in-feed and from the out-feed tables with a Bob-Cat of other forklift. System will be evaluated to assure that clearances are at least 4 and are adequate for this operation. Timber feed systems: Equivalent weight of three cants will be loaded onto the feed tables in a rough manner and then the system utilized to feed them across the saw table, with frequent stops and starts. The system is not to have delays in starting the l oad moving, stopping, or suffer slowing at any point. Control Panel: Will be inspected and tested to assure its full operation. Control sequences and control placement that result is safety concerns must be corrected. Safety lock-out for saw operation without dogs set will be checked. Welding Quality: Welds will be inspected for compliance with AWS standard D1.1. Warranty: Vendor is to furnish all manufactures equipment warranties to the government. This warranty information is to be indexed and included in the operators manuals. Vendor is to warranty the system one year from the system acceptance.
