- This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. VIS-NIR Spectrophotometer Solicitation No. 2007-4431-024 The USDA, ARS, Mid South Area, intends to procure a VIS-NIR Spectrophotometer, equal to a Veris Technologies (Salina, KS) 31199, in addition to one (1) each 23577 Adj Wing Extension Kit, six each (6) each 3100-6 Coulter-Electrode Assembly, six (6) each Rock Guards, one (1) each 30203 500-900 and 1100-2200 nm Spectrometer Module, and one (1) each 23564 MSP front tongue assembly. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. Solicitation number 2007-4431-024 is being issued as an Invitation for Bid. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-12. Offerors are to provide a bid for the following: SPECIFICATIONS: Specifications for a Visible Light Spectra-Near Infra-Red (VIS-NIR) tractor pulled field soil spectrophotometer with soil electrical conductivity (EC) measurement required: Purchase of a field system for collecting geo-referenced Visible Light Spectra and Near Infra-Red (VIS-NIR) soil spectra data and simultaneous soil electrical conductivity (EC) data on-the-go in the field to be pulled by a tractor using the 3-point link, and with the option to also be pulled by a truck. The range for the visible light spectra should be between 500 and 900 nm, and the range for the near infra-red between 1100 and 2200 nm with a 20 spectra per second data collection rate and a resolution of 8 nm. The system is to be pulled through fields and capable of taking measurements while moving with geo-referenced GPS (Global Positioning System) location information attached to the VIS-NIR spectra and EC data. The unit should include a fluted coulter and shank with a parallel linkage design. The shank should have a sapphire window at the bottom of the shoe where the VIS-NIR measurements are acquired. During field operation, this window should be pressed firmly against the bottom of the slot created by the shank. The soil measurement depth for the VIS-NIR data should be adjustable between 1.5 and 4 inches of depth. The EC measurements need to be acquired simultaneously with the VIS-NIR spectra data, and should include two EC arrays consisting of four coulter-electrodes to collect data simultaneously at 0 to 1 foot and 0 to 3 feet of soil depth. The unit should not require a tractor larger than 40 horsepower for operation and should include P20 R75 highway tires. Weight of the entire unit should be less than 1,500 lbs and a width of 7.5 feet or less. The instrument should be able to interface via USB (Universal Serial Bus) to a computer running Microsoft Windows operating system for data collection and processing. Equipment Line Items: UNIT NO. Bid prices shall include all necessary labor, parts, materials, and transportation necessary to delivered FOB Destination a VIS-NIR Spectrophotometer to USDA, ARS, NSDL, 411 S. Donahue Drive, Auburn, AL 36832. This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text.
