- NAICS Code: 334516 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to ALA Scientific Instruments, Inc., 1100 Shames Drive, Westbury, NY 11590, to provide EPA with an upgrade for the current Multiple Electrode Array (MEA) System. This upgrade will increase the capability of the system which is needed in order to determine the relative potencies of pyrethroids and volatile organic compounds. Studies are currently ongoing in the Neurotoxicology Divison to study the neurotoxicity of broad chemical classes, including solvents and insecticides. To conduct these studies, multiple electrode array recording (MEA) are made using a MultiChannel System (MCS) MEA amplifier. The Neurotoxicology Division currently is using a system , MCS that allows for simultaneous system so that recording can be made simultaneously from four separate microelectrode arrays. The system upgrade components therefore must be from Multichannel System (MCS). Components for MCS system are available only through ALA Science Instruments, Inc., as they are the only supplier for the United States. EPA has identified ALA Scientific Instruments, Inc., the only vendor capable of satisfy the requirement. The circumstance permitting is FAR 13.106(B) "only one source reasonably available".. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provided the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 10 days after the date of this publication.
