- The Naval Facilities Engineering Command, Specialty Center Contracts Core/AQN00, Port Hueneme, California has a requirement to conduct a coating condition survey of Splash Zone Coatings (SZC) that were applied to steel sheet piles located at the Naval Station San Diego, CA and Naval Air Station, Pensacola, FL in accordance with the Statement of Work. Individual(s) conducting the survey must have coating inspection experience. The primary individual must be certified as Society for Protective Coatings Protective Coatings Specialist (SSPC PCS). THIS SOLICITATION IS 100% SET ASIDE FOR SMALL BUSINESS concerns. BIDDERS MUST BE CERTIFIED SMALL BUSINESS CONTRACTORS BY THE SMALL BUSINESS ADMINISTRATION PRIOR TO SUBMISSION OF A BID. The North American Industry Classification System (N.A.I.C.S) Code is 541690, and the small business size standard is $6.5 Million. All responsible bidders may submit a bid, which, if timely received, shall be considered by the agency. All responsible bidders and plans rooms must register as plan holders on the website: http://www.esol.navfac.navy.mil in order to receive a copy of this solicitation. The contract will be awarded to the lowest responsive/responsible bidder. In accordance with FAR 5.102(a), availability of this requirement will be limited to the electronic medium; this requirement will be available for viewing and downloading, free of charge, via http://www.esol.navfac.navy.mil. Hard copies (paper sets) or a CD-ROM of this solicitation, or the plan holder?s list will NOT be provided by the Government. All contractual and technical questions must be submitted in writing and may be e-mailed to magdalena.evangelist@navy.mil. Notification of any postponements and any amendments to this solicitation will only be posted on this website. It is the sole responsibility of the bidder to continually view this website for any amendments made to this solicitation. This solicitation will be made available for viewing and downloading approximately 3 September 2007. The closing date for receipt of quotes is scheduled for 10 September 2007, 14:00 (local time). NOTE: The apparent successful bidder must be registered in the Department of Defense (DoD) Central Contractor Registration (CCR) Database. Award will NOT be made to contractors who are not registered in the (CCR) Database. Information regarding this registration may be obtained by accessing the website at http://www.ccr.gov;request form at 1-800-334-3414. Prospective contractors shall submit Annual Representations and Certifications via the Online Representations and Certifications application (ORCA). Prospective contractors shall complete electronic annual registration in the Central Contractor Registration (CCR) Database (see FAR 4.102). A contract cannot be awarded to a contractor that has not submitted a required annual form VETS-100, Federal Contractor Veterans?
