Description
COMBINED SYNOPSIS SOLICITATION Knapheide Truck Body Service Canopies (i) This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. Malmstrom AFB seeks a price list for manufacturing, painting, and installation of 12 ea. Knapheide truck service body canopies, model CR108D54J-M. (ii) This solicitation is issued as a request for quote (RFQ). Submit written quotes (oral quotes will not be accepted) by email (benjamin.carlson@malmstrom.af.mil) or fax (406) 731-3748. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-18. (iv) This procurement is being issued as a 100% small business set-aside. The North American Industry Classification System (NAICS) code is 423120 with a small business size standard of 500 employees. (v) This combined synopsis-solicitation is for 12 each Knapheide truck service body canopies, model CR108D54J-M. Brand Name only. (vi) Performance of work. The canopies must be painted to match the vehicle color (Stratus dark blue, paint code DX). Contractor is required to install Knapheide canopies on '07 Ford F-350 U-Vans belonging to Malmstrom AFB, MT. Government will deliver trucks to vendor if in the local area of Malmstrom AFB, MT. (vii) The provision at FAR 52.212-1(Jan 2006), Instructions to Offerors--Commercial Items, applies to this acquisition. (viii) FAR 52.212-2 Evaluation-Commercial Items; Paragraph (a) is completed as follows: Price, delivery date, and technical capability of the item offered to meet the Government requirement. Technical capability and Delivery when combined are approximately equal to price. (ix) The offeror must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items and be registered in the Online Representations and Certifications Application (ORCA) at https://orca.bpn.gov/ . (x) The clause at FAR 52.212-5(Dev), Contract Terms and Conditions Required To Implement Statutes Or Executive Orders--Commercial Items, applies to this acquisition. In addition, the following clauses apply to this acquisition: FAR 52.219-8, Utilization of Small Business Concerns (May 2004), FAR 52.222-26, Equal Opportunity (Apr 2002)(E.O. 11246), FAR 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans (Dec 2001)(38 U.S.C. 4212), FAR 52.222-36, Affirmative Action for Workers with Disabilities (Jun 1998)(29 U.S.C. 793), 52.222-41, Service Contract Act of 1965, as Amended (July 2005). FAR 52.252-2, Clauses Incorporated by Reference (Feb. 98), FAR 52.233-3 Protest After Award (Apr 1984), FAR 52.233-4 Applicable Law For Breach of Contract Claim (Apr 1984) apply to this acquisition. (xiii) The clauses at FAR 52.204-7, Central Contractor Registration (Oct 2003) and DFARS 252.204-7004, Alternate A (Nov 2003) apply to this acquisition. The Government reserves the right to award on a multiple award or an all or none basis. I, Buy American Act and Balance of Payment Program; DFARS 252.225-7016, Restriction on Acquisition of Ball and Roller Bearings, Alternate I; and DFARS 252.232-7003, Electronic Submission of Payment Requests apply to this acquisition. (xvi) FAR 52.215-5, Facsimile Proposals (Oct 1997): Quotes are required to be received no later than 12:00pm Mountain time, Monday, August 27, 2007. The canopies were included in the original order for the trucks they are going on. Warner Robins ALC made a mistake and the canopies did not come with the service bodies. Warner Robins ALC gave the customer the funds to correct the mistake and get the needed canopies. 2. In accordance with (IAW) 10 USC 2304(c)(1), the property or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency. To ensure proper form, fit, and function it would be best to match the current Knapheide truck bodies with the corresponding Knapheide canopy roof. If a different vendor is used the new canopies may not fit or perform as required. Using any other canopy than Knapheide on a Knapheide service body will void the warranty. 3. IAW FAR 13.106-1(b)(1), for purchases less than the SAT, the Contracting Officer may make a determination to solicit for "brand name" only. DETERMINATION Based on the above findings it is hereby determined that a brand-name procurement for this requirement of Knapheide Truck Service Body Canopies is in the best interest of the Government.
